Pursuant to the provisions of reference (a) Subject, hereinafter referred to as Petitioner, filed enclosure (1) with this Board requesting, in effect, that the applicable naval record be corrected to reflect Home of Record (HOR) as , a vice , . 2. The Board, consisting of , reviewed Petitioner’s allegations of error and injustice on 15 October 2020 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner’s naval record, and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner's allegations of error and injustice, found that, before applying to this Board, he exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. The Board made the following findings: a. On 29 November 1995, Petitioner enlisted in the Naval Reserve for 8-years with a 4-year obligation in the Regular Component of the Navy. Enlistment documents reflect the following: (1) DD Form 4, Enlistment/Reenlistment Document, block 3 (Home of Record): (2) DD Form 1966, Record of Military Processing, block 4 (Current Address): , with penned correction “SEE V” and block 5 (Home of Record) “Same as item 4” with penned correction “SEE V”. (3) DD Form 1966, Record of Military Processing, block 33.b (Item number) and 33.c (Change Required), “Item 4 and 5, 398-2 (10)”, and “, ”. b. On 28 May 1996, Petitioner entered active duty via the , Military Entrance Processing Station. c. On 19 August 2005, Petitioner discharged effective this date with DD Form 214, Certificate of Release or Discharge from Active Duty reflecting the following: (1) Block 7a. (Place of Entry into Active Duty): “”. (2) Block 7b. (Home of Record at Time of Entry): “”. d. In correspondence attached as enclosure (2), the office having cognizance over the subject matter addressed in Petitioner’s application has commented to the effect that the request has merit and warrants favorable action. CONCLUSION Upon review and consideration of all the evidence of record, and especially in light of the contents of enclosure (2), the Board finds the existence of an injustice warranting the following corrective action.
