Pursuant to the provisions of reference (a), Subject, hereinafter referred to as Petitioner, filed enclosure (1) with the Board for Correction of Naval Records (Board), requesting that his naval record be corrected to show Petitioner was eligible for and received a $50,000 Selective Retention Bonus (SRB). 2. The Board, consisting of Mr. , Mr. and Ms. , reviewed Petitioner’s allegations of error and injustice on 29 June 2021 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner’s naval record, and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner's allegations of error and injustice, finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. b. On 22 August 2011, Petitioner entered active duty. c. On 22 August 2014, Petitioner reenlisted for 5 years and 1 month with an ECC of 21 September 2019. d. On 1 December 2017, Petitioner was promoted to Staff Sergeant/E-6. e. On 12 March 2018, Petitioner’s Careerist Active Duty SDA w/Reenlistment/HSST was submitted. f. In accordance with reference (b) [2 July 2018], this bulletin announces the SRB program and the BSSRB program authorized for FY19. With the advent of several new SRB programs, Marines are encouraged to thoroughly review the contents of this bulletin. First term Marines (Zone A) and career Marines (Zone B, C, D and E) who reenlist on or after 5 July 2018 are eligible for the FY19 SRB program. This will include any regular component first term or career Marine with an End of Current Contract (ECC) from 1 October 2018 to 30 September 2019. Zone B applies to those active component Marines with 6 to 10 years of active military service. Zone B PMOS bonus payments for Marines who reenlist for at least 48 months obligated service are authorized as listed below in dollars (bonuses for Marines who reenlist for 36 to 47 months obligated service will be calculated as per para 3.j). Furthermore, a zone “B” SRB for MOS 0679 E-6 and above, which is capped at $30,000 for 48 months of additional obligated service was authorized. g. In accordance with reference (c) [ 26 September 2018], This bulletin announces a change to ref (A), the SRB program and the BSSRB program authorized for FY19. 2. Background. The FY 19 SRB plan will change to meet the requirements of the reclassification of the 0688 Marines on October 1, 2018 as directed in ref (B). Other than the changes outlined in paragraph 3, all authorities directed in ref (A) remain in effect. Refs (C) through (E) contain amplifying information regarding the SRB program. 3. Key elements of the SRB reclassification changes. All FY19 Marines who previously held the PMOS of 0688 before October 1, 2018 and subsequently reclassify as PMOS 0679, 1721, or 1711 will rate an SRB as described below. A zone “B” SRB for MOS 0679 E-6 and above, which is capped at $50,000 for 48 months of additional obligated service was authorized. h. On 29 January 2019, Petitioner’s Careerist Active Duty SDA w/Reenlistment/HSST was approved by HQMC. i. On 21 February 2019, Petitioner reenlisted for 4 years with an ECC of 20 February 2023. j. In correspondence attached as enclosure (2), the office having cognizance over the subject matter addressed in Petitioner’s application has commented to the effect that the request has merit and warrants partial favorable action. CONCLUSION Upon review and consideration of all the evidence of record, and especially in light of the contents of enclosure (2), the Board finds the existence of an injustice warranting the following partial corrective action. The Board concluded that all FY19 Marines who previously held the Primary Military Occupational Specialty (PMOS) 0688 before 1 October 2018, and subsequently reclassify as PMOS 0679 were eligible for a zone “B” SRB in the amount of $50,000; however, Petitioner never held the PMOS 0688, and has never been reclassified, making Petitioner ineligible for the SRB. Yet upon completion of the Data Systems Chief Course and assignment of PMOS of 0679, he will be eligible for and receive a $30,000 SRB. RECOMMENDATION That Petitioner’s naval record be corrected, where appropriate, to show that: The enlistment/reenlistment document (DD Form 4) executed on 21 February 2019 for a term of 4 years and 8 months, vice 4 years. Note: This change, upon completion of MOS training, will entitle the member to a zone “B” SRB for MOS 0679, which is capped at $30,000 for 48 months of additional obligated service. Remaining obligated service to 21 September 2019 will be deducted from SRB computation. That part of the Petitioner's request for corrective action that exceeds the foregoing is denied. Petitioner is not eligible for $50,000 SRB. A copy of this Report of Proceedings will be filed in Petitioner’s naval record. 4. It is certified that quorum was present at the Board’s review and deliberations, and that the foregoing is a true and complete record of the Board’s proceedings in the above entitled matter. 5.
