Dear This is in reference to your application for correction of your naval record pursuant to Section 1552 of Title 10, United States Code. After careful and conscientious consideration of relevant portions of your naval record and your application, the Board for Correction of Naval Records (Board) found the evidence submitted insufficient to establish the existence of probable material error or injustice. Consequently, your application has been denied. A three-member panel of the Board, sitting in executive session, considered your application on 20 May 2021. The names and votes of the members of the panel will be furnished upon request. Your allegations of error and injustice were reviewed in accordance with administrative regulations and procedures applicable to the proceedings of this Board. Documentary material considered by the Board consisted of your application, together with all material submitted in support thereof, relevant portions of your naval record and applicable statutes, regulations and policies. The Board carefully considered your request to modify your remove your 2 November 2018 Administrative Remarks (Page 11) and your 8 November 2018 rebuttal. The Board considered your contentions that you were directed to complete a physical fitness test (PFT) while you were pending formal assignment to limited duty. You also assert that, because you were briefly in a full-duty status, your command insisted that you complete a partial PFT (PPFT). The Board, however, determined that your contentions are without merit. In this regard, the Board noted that you were in a full-duty status, and medically cleared to participate in a PPFT. Although Marine Corps policy provides that Marines who did not take a PPFT for the annual requirement due to physical/medical reasons, will be administered a PFT no less than 30 days and no more than 90 days after return to full duty, the Board determined that you were not disadvantaged when your command instead, required you to complete a PPFT on 2 November 2018. In other words, the fact that you took a PPFT is not a material error because even if your command had administered a PFT in accordance with policy, the result of the PFT—a failing score—would have been the same. The Board thus concluded that your Commanding Officer was within his discretionary authority to issue the Page 11 counseling. 6/11/2021 Deputy Director
