Pursuant to the provisions of reference (a), Subject, hereinafter referred to as Petitioner, filed enclosure (1) with the Board for Correction of Naval Records (Board), requesting that his naval record be corrected to reflect updated Performance Mark Average (PMA) for the September 2018 (Cycle 240) Navy Wide Advancement Exam (NWAE). Additionally correct the Pass Not Advanced (PNA) points for subsequent exams resulting in advancement to Hospital Corpsman First Class (HM1)/E-6 from the March 2020 (Cycle 247) NWAE. 2. The Board, consisting of , reviewed Petitioner’s allegations of error and injustice on 11 March 2021 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner’s naval record, and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner's allegations of error and injustice, found that, before applying to this Board, he exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. The Board made the following findings: a. Petitioner advanced to Hospital Corpsman Second Class (HM2)/E-5 effective 16 December 2014 with time in rate date of 1 July 2014. b. Petitioner received an Early Promote on evaluation ending 15 October 2015; PMA of 4.00. c. Petitioner received a Must Promote evaluation ending 15 March 2016; PMA of 3.80. d. Petitioner received an Early Promoted evaluation ending 15 March 2017; PMA of 4.00. e. Petitioner received Must Promoted evaluation ending 15 March 2018; PMA of 3.80. f. Petitioner’s Examination Profile Information sheet dated 15 November 2018 for September 2018 (Cycle 240) NWAE reflects PMA (Eval Avg) 3.87, PNA points from Exam Standard Score 1.5, PNA from PNA 0.0 and Total 1.5. g. Petitioner’s Examination Profile Information sheet dated 20 August 2020 for March 2020 (Cycle 247) NWAE reflects Final Multiple Score (FMS) 149.29 and minimum multiple required 149.89. h. On 20 August 2020 Petitioner exam data profile for Cycle 247 reflects a Final Multiple Score of 149.29 and minimum multiple required 149.89. PNA points earned from previous exams/PMAs: Cycle 240 1.5, Cycle 243 1.5 and Cycle 244 1.5, totaling 4.5. i. In correspondence attached as enclosure (2), the office having cognizance over the subject matter addressed in Petitioner’s application has commented to the effect that the request has merit and warrants favorable action. CONCLUSION Upon review and consideration of all the evidence of record, and especially in light of the contents of enclosure (2), the Board finds the existence of an injustice warranting the following corrective action. The Board concluded per references (b) and (c), the Petitioner’s PMA for the September 2018 (Cycle 240) NWAE were incorrect; therefore, the FMS for the March 2020 (Cycle 247) is in error and relief is warranted. RECOMMENDATION That Petitioner’s naval record be corrected, where appropriate, to show that: Petitioner’s September 2018 (Cycle 240) Examination Profile Information sheet is amended to reflect PMA (Eval Avg) “106.00 (3.90)” vice “103.6 (3.87)”, FMS “181.09” vice “178.69” and PNA points earned from this exam administration that will apply toward FMS on the next exam From Exam Standard Score and 1.5, From PMA “1.5” vice “0.0” and Total “3.0” vice “1.5”. Note: No changes in advancement status. Petitioner’s March 2020 (Cycle 247) Examination Profile Information sheet is amended to reflect PNA point earned from your previous exams/PMAs that were applied to this exam’s final multiple score Cycle 240 “3.0” vice “1.5”, Total “6.0” vice “4.5” and FMS “150.79” vice “149.29”. Note: The Minimum Multiple Required was 149.89. Petitioner advanced to HM1/E-6 effective 16 December 2020 with a time in rate of 1 July 2020. A copy of this Report of Proceedings will be filed in Petitioner’s naval record. 4.
