Pursuant to the provisions of reference (a), Subject, hereinafter referred to as Petitioner, filed enclosure (1) with the Board for Correction of Naval Records (Board), requesting that his naval record be corrected to show Petitioner was eligible for and received a Selective Retention Bonus (SRB) and Early Reenlistment Kicker. 2. The Board, consisting of , , and , reviewed Petitioner’s allegations of error and injustice on 22 July 2021 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner’s naval record, and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner's allegations of error and injustice, finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. b. On 22 October 2012, Petitioner entered active duty for 5 years with an End of Current Contract (ECC) of 21 October 2017. c. On 14 December 2016, Petitioner signed an agreement to extend enlistment for 28 months with an End of Active Service (EAS) of 21 February 2020 in order to meet obligated service per Permanent Change of Station Orders (PCSO). d. In accordance with reference (b), this bulletin announces the SRB program and the Broken Service SRB (BSSRB) program authorized for FY20. With the advent of several new SRB programs, Marines are encouraged to thoroughly review the contents of this bulletin. First term Marines (Zone A) and career Marines (Zone B, C, D, and E) who reenlist on or after 5 July 2019 are eligible for the FY20 SRB program. This will include any regular component first term or career Marine with an ECC from 1 October 2019 to 30 September 2020. Marines in Zones A, B, and C who submit for a 48 month reenlistment between 5 July 2019 through 30 September 2019 with a Primary Military Occupational Specialty (PMOS) that is listed in section(s) 3.m, 3.n, and 3.o, and are subsequently approved, will rate an 8,000 dollar Early Reenlistment Kicker in addition to the PMOS bonus amount listed in section(s) 3.m, 3.n, and 3.o. After 30 September 2019, this Early Reenlistment Kicker will expire. Furthermore, a zone “B” SRB for MOS 2862 was not authorized. e. In accordance with reference (c), Petitioner was selected to Staff Sergeant/E-6 with an IMOS of 2862. f. In accordance with reference (d), this bulletin announces a change to reference (A) [HQMC message 5 July 2019], the SRB program, and the BSSRB program authorized for FY20. The FY 20 SRB plan will change to meet the requirements of the FY retention campaign. Other than the changes outlined in paragraphs 3 and 4, all authorities directed in reference (A) remain in effect. References (C) [HQMC message 21 October 2016], (D) [HQMC message 14 November 2016] through (E) [DoDI of 14 November 2016] contain amplifying information regarding the SRB program. SRB changes. FY 20 Marines who hold the PMOSs of 2874 and 2862 or reenlist with 2874 or 2862 as an Intended Military Occupational Specialty (IMOS) will now rate SRB. Furthermore, a zone “B” SRB for MOS 2862 E-6 and above, which is capped at $14,000 for 48 months of additional obligated service was authorized. g. On 30 September 2019, Petitioner’s 1st Term Active Duty Reenlistment was submitted, and was approved by HQMC on 8 November 2019. h. On 20 November 2019, Petitioner was issued a modification to Marine Corps Basic Order directing the following: SNM Directed Permanent Change Of Station Duty Under Instruction (PCS DUINS) for Career Progression Training within 28xx Occupational Field, PMOS 2862. Furthermore, Petitioner reenlisted for 4 years on 20 November 2019, with an ECC of 19 November 2023. i. On 25 January 2020, Petitioner transferred, and arrived to for training on 13 February 2020. j. On 27 January 2021, Petitioner transferred, and arrived to , for duty with a PMOS of 2862. k. On 1 March 2020, Petitioner was promoted to E-6. l. In correspondence attached as enclosure (2), the office having cognizance over the subject matter addressed in Petitioner’s application has commented to the effect that the request has merit and warrants favorable action. CONCLUSION Upon review and consideration of all the evidence of record, and especially in light of the contents of enclosure (2), the Board finds the existence of an injustice warranting the following corrective action. The Board concluded that Petitioner had issued PCS DUINS for career progression training within the 28XX Occupational field, PMOS 2862. Current Manpower Management Enlisted Assignments (MMEA) SRB guidance is to authorize the applicable SRB Zone for the IMOS of 2862A. The Marine will not rate the SRB for their current PMOS of 28XX, but will receive the 2862 SRB for applicable zone. The Marine will not be disbursed that amount until they successfully graduate the course. RECOMMENDATION That Petitioner’s naval record be corrected, where appropriate, to show that: The enlistment/reenlistment document (DD Form 4) executed on 20 November 2019 was for a term of 4 years and 4 months, vice 4 years. Note: This change, upon completion of MOS training, will entitle the member to a zone “B” SRB for MOS 2862, which is capped at $14,000 for 48 months of additional obligated service. Remaining obligated service to 21 February 2020 will be deducted from SRB computation. Furthermore, Petitioner was entitled to the $8,000 Early Reenlistment Kicker. A copy of this Report of Proceedings will be filed in Petitioner’s naval record. 4. It is certified that a quorum was present at the Board’s review and deliberations, and that the foregoing is a true and complete record of the Board’s proceedings in the above-entitled matter. 5.
