Pursuant to the provisions of reference (a), Subject, hereinafter referred to as Petitioner, filed enclosure (1) with the Board for Correction of Naval Records (Board), requesting that his naval record be corrected to show Petitioner was eligible for and received a Special Duty Assignment (SDA) Kicker. 2. The Board, consisting of , and , reviewed Petitioner’s allegations of error and injustice on 13 May 2021 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner’s naval record, and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner's allegations of error and injustice, finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. b. On 6 December 2010, Petitioner entered active duty. c. On 13 September 2014, Petitioner reenlisted for 4 years with an ECC of 12 September 2018. d. On 7 October 2016, Petitioner’s Careerist Active Duty SDA w/Extension/DI duty was submitted and was approved by HQMC on 12 May 2017. e. In accordance with reference (b) [5 July 2017], this bulletin announces the SRB program and the BSSRB program authorized for FY18. With the advent of several new SRB programs, Marines are encouraged to thoroughly review the contents of this bulletin. First term Marines (Zone A) and Career Marines (Zone B, C, D and E) who reenlist on or after 5 July 2017 are eligible for the FY18 SRB program. This will include: Any regular component first term or career Marine with an End of Current Contract (ECC) from 1 October 2017 to 30 September 2018. Special Duty Assignment (SDA) Kicker. Zone A, B, and C Marines who submit a 48 month reenlistment in which they volunteer for an initial Free Military Occupational Specialty (FMOS) of 0911, 8411, or 8156 from 5 July 2017 to 31 December 2017 will rate a 20,000 reenlistment kicker in addition to the SRB allotted to the Marines PMOS. The awarding of the FMOSs 0911, 8411, or 8156 predicates the payment of the SDA kicker. Marines who are in training beyond 30 September 2018 will be authorized payment of the SDA Kicker once MCTFS shows they have been awarded the new FMOS. The SDA kicker is open to all PMOSs who gain the FMOSs mentioned above. f. On 5 July 2017, Petitioner’s Careerist Active Duty Reenlistment was submitted, and was approved by HQMC on 30 November 2017. g. On 12 December 2017, Petitioner reenlisted for 4 years with an ECC of 11 December 2021. h. On 1 March 2018, Petitioner was promoted to . i. On 29 March 2018, Petitioner’s Careerist Active Duty SDA w/Extension/DI duty was submitted and was approved by HQMC on 4 May 2018. Furthermore, it was noted that petitioner underwent surgery on his ankle on 9 March 2018 and will not qualify for SDA for the next 6 months. j. On 8 May 2018, Petitioner signed an agreement to extend enlistment for 1 month with an EAS of 11 January 2022 in order to have sufficient time to execute orders to DI (East) 1-19. k. On 6 October 2018, Petitioner arrived to Drill Instructor School for training and graduated on 21 December 2018. On 21 January 2019, Petitioner’s change primary duty was 0911. l. In correspondence attached as enclosure (2), the office having cognizance over the subject matter addressed in Petitioner’s application has commented to the effect that the request has merit and warrants favorable action. CONCLUSION Upon review and consideration of all the evidence of record, and especially in light of the contents of enclosure (2), the Board finds the existence of an injustice warranting the following corrective action. The Board concluded that Petitioner showed intent in 2016 and 2018 for SDA. Furthermore, Petitioner graduated from Drill Instructor School and he is currently serving in that billet. RECOMMENDATION That Petitioner’s naval record be corrected, where appropriate, to show that: Petitioner’s Careerist Active Duty SDA w/Extension/DI duty was submitted and was approved prior to 31 December 2017. Petitioner was discharged on 11 December 2017 and reenlisted on 12 December 2017 for a term of 4 years and 10 months vice 4 years. Note: This change will entitle the member to a $20,000 reenlistment SDA kicker once MCTFS shows they have been awarded the new FMOS. A copy of this Report of Proceedings will be filed in Petitioner’s naval record. 4. It is certified that a quorum was present at the Board’s review and deliberations, and that the foregoing is a true and complete record of the Board’s proceedings in the above-entitled matter. 5.
