Pursuant to the provisions of reference (a), Subject, hereinafter referred to as Petitioner, filed enclosure (1) with the Board for Correction of Naval Records (Board), requesting that his naval record be corrected by removing an Administrative Remarks (page 11) 6105 counseling entry of 12 June 2018 from his official military personnel file (OMPF). 2. The Board, consisting of , , and , pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner’s naval records, and applicable statutes, regulations, and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner’s allegations of error and injustice, found as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulation within the Department of the Navy. b. On 2 June 2018, Petitioner joined Officer Candidate School. On 12 June 2018 Petitioner received enclosure (2), stating that he was eligible but not recommended for promotion to corporal for the 3rd quarter 2018 promotion period because he had not completed his professional military education (PME). c. Petitioner contends that the page 11 entry is erroneous and unjust as he had already transferred from the unit when the page 11 was issued. CONCLUSION Upon review and consideration of all the evidence of record, the Board determined that Petitioner’s request warrants relief. The Board noted that Petitioner provided sufficient evidence that he joined Officer Candidate School on 2 June 2018 and had already detached from Rifle Company E 2nd Battalion 23rd Marine Regiment, 4th Marine Division when the command improperly issued the 12 June 2018 page 11 entry. The Board concluded that enclosure (2) is erroneous; consequently, Petitioner’s page 11 entry of 12 June 2018 shall be removed. RECOMMENDATION In view of the above, the Board recommends the following corrective action. Remove Petitioner’s page 11 counseling entry of 12 June 2018. 4. It is certified that a quorum was present at the Board’s review and deliberations, and that the foregoing is a true and complete record of the Board’s proceedings in the above-entitled matter. 5.
