Pursuant to the provisions of reference (a), Subject, hereinafter referred to as Petitioner, filed enclosure (1) with the Board for Correction of Naval Records (Board), requesting that his naval record be corrected to establish entitlement to reimbursement of personally procured move (PPM). 2. The Board, consisting of , reviewed Petitioner’s allegations of error and injustice on 2 March 2021 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner’s naval record, and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner's allegations of error and injustice, found that, before applying to this Board, he exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. The Board made the following findings: a. On 4 September 2018, Petitioner issued BUPERS Order: 2478 (Official Change Duty Orders). b. Petitioner married on . c. On 30 April 2019, Petitioner detached in . d. On 14 May 2019, Petitioner reported to in for temporary duty. e. On 17 June 2019, Petitioner completed weight tickets in . f. On 9 July 2019, Petitioner detached in and reported to in for duty under instruction. g. On 28 January 2020, Petitioner issued BUPERS Order: 0280 (Official Change Duty Orders). h. On 9 March 2020, Petitioner detached and completed a PPM. i. On 7 April 2020, Petitioner reported to in for duty. CONCLUSION Upon review and consideration of all the evidence of record, the Board finds the existence of an injustice warranting the following corrective action. Petitioner mistakably initiated the PPM administrative process prior to receiving Official Change Duty Orders, thereby impeding him from receiving reimbursement for the PPM in accordance with reference (b). Although Petitioner did not complete the proper administrative requirements, the Board felt that under these circumstances, relief is warranted. RECOMMENDATION That Petitioner’s naval record be corrected, where appropriate, to show that: Petitioner’s Official Change Duty Orders (BUPERS Order: 0280) was issued on “15 June 2019” vice “28 January 2020”. Note: Petitioner must resubmit PPM claim and a copy of this Board for Correction of Naval Records (BCNR) decision letter to Household Good Audit Team (HHG-AT) for adjudication. Furthermore, settlement of claim is chargeable to the line of accounting on Petitioner’s Official Separation Orders (BUPERS Order: 0280). A copy of this Report of Proceedings will be filed in Petitioner’s naval record. 4. It is certified that a quorum was present at the Board’s review and deliberations, and that the foregoing is a true and complete record of the Board’s proceedings in the above-entitled matter. 5.
