Pursuant to the provisions of reference (a), Subject, hereinafter referred to as Petitioner, filed enclosure (1) with the Board for Correction of Naval Records (Board), requesting that his naval record be corrected to establish entitlement to Enlistment Bonus for Shipping (EBSHP). 2. The Board, consisting of Mr. , Mr. , and Mr. , reviewed Petitioner’s allegations of error and injustice on 25 August 2021 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner’s naval record, and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner's allegations of error and injustice, found that, before applying to this Board, he exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. The Board made the following findings: a. Reference (b), outlined the enlistment bonus eligibility for future active component (AC) Sailors initially classified or reclassified on or after 13 June 2020 through 23 September 2020. Eligibility criteria for EBSHP required AC recruits to ship between June and September of Fiscal Year (FY) 2020 to receive a $4,000 enlistment bonus upon graduation from Recruit Training Command (RTC). Additionally, AC recruits in the SECF 5YO program that shipped October through September of any FY were eligible for $15,000 Enlistment Bonus for Source Rate upon graduation from A or C school. b. On 20 December 2019, Petitioner enlisted in the Naval Reserve for a term of 8-years of which 4-years is considered an active duty obligation. NAVCRUIT 1133/52, Enlistment Guarantees – Annex “A” listed Aviation Electronic, Electrical, & Computer Systems Technician (AV/5YO) Program Guarantee (T+X), Enlistment Bonus for Source Rate (EBSR) -$10,000 Bonus and Enlistment Bonus for RTC PFA (EBPFA) -$2,000 Bonus. Active Duty Service Date (ADSD): 25 August 2020. c. On 11 February 2020, Petitioner was reclassified and issued NAVCRUIT 1133/52, Enlistment Guarantees – Annex “B” listing Submarine Electronics Computer Field (SECF 5YO) Program (SUBVOL), Enlistment Bonus for Source Rate (EBSR) -$10,000 Bonus, and Enlistment Bonus for RTC PFA (EBPFA) -$2,000 Bonus. ADSD: 25 August 2020 d. On 15 July 2020, Petitioner’s ADSD was changed to 28 July 2020 and Enlisted Classifier signs and enters NAVPERS 1070/621, Agreement to Extend Enlistment for Petitioner to extend 12-months from the projected ADSD for “Training Five-Year Obligation Program for SECF/5YO rating per current directives”. e. Petitioner’s ADSD is 28 July 2020. f. Petitioner completed Recruit Basic Military Training on 25 September 2020. g. In correspondence attached as enclosure (2), the office having cognizance over the subject matter addressed in Petitioner’s application has commented to the effect that the request has merit and warrants favorable action. CONCLUSION Upon review and consideration of all the evidence of record, and especially in light of the contents of enclosure (2), the Board finds the existence of an injustice warranting the following corrective action. Petitioner met the criteria to receive an EBSHP in accordance with reference (b). However, NAVPERS 1133/52, Enlistment Guarantees – Annex “C” was not generated when Petitioner’s ADSD changed from 25 August 2020 to 28 July 2020 and entitlement to EBSHP was not captured in accordance with reference (b), thereby rendering him ineligible to receive the enlistment bonus upon graduation from RTC. Although the proper administrative requirements were not completed, the Board felt that under these circumstances, relief is warranted. RECOMMENDATION That Petitioner’s naval record be corrected, where appropriate, to show that: On 15 July 2020, Petitioner was issued NAVCRUIT 1133/52, Enlistment Guarantee -Annex “C” to DD Form 4 dated 20 December 2019. Annex “C” included the following, Option 1: Submarine Electronics Computer Field (SECF 5YO) Program (SUBVOL); Option 2: Enlistment Bonus for Source Rate (EBSR) – $15,000 Bonus; Option 3: Enlistment Bonus for RTC PFA (EBPFA) -$2,000 Bonus; and Option 4 -Enlisted Bonus for Shipping (EBSHP), $4,000 Bonus. This change will entitle Petitioner to payment of $4,000 EBSHP upon graduation from RTC and $15,000 EBSR upon graduation from “A” or “C” school. A copy of this Report of Proceedings will be filed in Petitioner’s naval record. 4. It is certified that a quorum was present at the Board’s review and deliberations, and that the foregoing is a true and complete record of the Board’s proceedings in the above-entitled matter. 5.
