Pursuant to the provisions of reference (a), Subject, hereinafter referred to as Petitioner, filed enclosure (1) with the Board for Correction of Naval Records (Board), requesting a correction of his Re-entry code, specifically to be changed from “RE-04” to “RE-1A.” 2. A three-member panel of the Board, sitting in executive session, considered his application on 21 December 2020. The names and votes of the panel members will be furnished upon request. Petitioner’s allegations of error and injustice were reviewed in accordance with administrative regulations and procedures applicable to the proceedings of the Board. Documentary material considered by the Board consisted of his application together with all material submitted in support thereof, relevant portions of Petitioner’s naval record, and applicable statutes, regulations, and policies, 3. The Board, having reviewed all the facts of record pertaining to Petitioner's allegations of error and injustice finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. b. Petitioner enlisted in the Marine Corps and started a period of active duty on 14 April 2014. On 13 March 2018, he was discharged with an Honorable characterization of service and an RE-4 reentry code. c. In a memorandum dated 14 March 2018, Petitioner received a memorandum from Commanding General, Marine Air Ground Task Force Training Command, which stated in part, “Your Character of Service is Honorable. Your Separation Code is MBK1 with a Re- entry code RE-1A.” …. d. The Board considered Petitioner’s request for a change to his discharge characterization and reviewed the available records pertaining to the allegations against Petitioner. e. The Board, in its review, did not find any adverse information in Petitioner’s record that would indicate a reason for an RE-4 Re-entry code. f. The Board found it meritorious to change the discharge characterization due to the 14 March 2018 memorandum from Commanding General, Marine Air Ground Task Force Training Command. CONCLUSION: Upon review and consideration of all the evidence of record, the Board concluded that Petitioner’s request warrants corrective action to include a change of the reentry code to “RE-1A.” In view of the above, the Board directs the following corrective action. RECOMMENDATION: That Petitioner’s naval record be corrected to show that, on 13 April 2018, Petitioner was issued an Honorable discharge, with reentry code of “RE-1A.” That Petitioner be issued a DD Form 215. That a copy of this report of proceedings be filed in Petitioner’s naval record. That, upon request, the Department of Veterans Affairs be informed that Petitioner's application was received by the Board on 8 December 2020. 4. It is certified that a quorum was present at the Board’s review and deliberations, and that the foregoing is a true and complete record of the Board’s proceedings in the above entitled matter. 5. Pursuant to the delegation of authority set out in Section 6(e) of the revised Procedures of the Board for Correction of Naval Records (32 Code of Federal Regulation, Section 723.6(e)) and having assured compliance with its provisions, it is hereby announced that the foregoing corrective action, taken under the authority of reference (a), has been approved by the Board on behalf of the Secretary of the Navy.
