Pursuant to the provisions of reference (a), Subject, hereinafter referred to as Petitioner, filed enclosure (1) with the Board for Correction of Naval Records (Board), requesting that his naval record be corrected to show Petitioner was eligible for and received an Aircraft Maintenance Kicker. 2. The Board, consisting of Mr. , Ms. , and Mr. , reviewed Petitioner’s allegations of error and injustice on 1 July 2021 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner’s naval record, and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner's allegations of error and injustice, finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. b. On 10 October 2006, Petitioner entered active duty. c. On 5 January 2017, Petitioner reenlisted for 4 years with an ECC of 4 January 2021. d. On 16 August 2019, Petitioner arrived to for duty. e. On 13 December 2019, Petitioner’s Careerist Active Duty Extension was submitted, and approved by HQMC on 22 January 2020. f. On 22 January 2020, Petitioner signed an agreement to extend enlistment for 34 months with an EAS of 4 November 2023 in order to gain obligated service for transfer of education benefits. g. On 11 May 2020, Petitioner signed a Reenlistment Extension Lateral Move (RELM) Request requesting a 4-year reenlistment and SRB, and was approved on 4 June 2020. h. In accordance with reference (b) [30 June 2020], this bulletin announces the SRB program and the BSSRB program authorized for FY21. With the advent of several new SRB programs, Marines are encouraged to thoroughly review the contents of this bulletin. First term Marines (Zone A) and career Marines (Zone B, C, D, and E) who reenlist on or after 7 July 2020 are eligible for the FY21 SRB program. This will include any regular component first term or career Marine with an End of Current Contract (ECC) from 1 October 2020 to 30 September 2021. Corporals through Gunnery Sergeants in Zones A, B, or C within the 60xx, 61xx, 62xx, 63xx, or 65xx MOSs holding current qualifications and Necessary MOSs (NMOS) of 6012-Safe For Flight (SFF) Controller, 6016-Collateral Duty Inspector (CDI), 6017- Collateral Duty Quality Assurance Representative (CDQAR), or 6018-Quality Assurance Representative (QAR), in the below MCCs who reenlist for 48 months, and agree to remain in a specified MCC for the first 24 months (following the end of their current contract), will rate a 20,000 dollar kicker in addition to the PMOS bonus amount listed in section(s) 3.l, 3.m, and 3.n. If no PMOS bonus is listed in section(s) 3.l, 3.m, and 3.n, the Marine rates a lump sum kicker of 20,000 dollars. MCCs Authorized for Aircraft Maintenance Kicker: “…1HN…VHA…” i. On 13 August 2020, Petitioner’s Careerist Active Duty Reenlistment was submitted, and was approved by HQMC on 6 December 2020. j. On 1 October 2020, Petitioner was promoted to Gunnery Sergeant/E-7. k. On 10 October 2020, Petitioner crossed out of zone “C”. l. On 15 October 2020, Petitioner was issued Marine Corps Basic Order. Date designated direct and transfer Marine to proceed and report not earlier than 1 June 2021 and report not later than 1 July 2021 to AFCMC DET 28 APO AP Korea (MCC 475) for duty in billet MOS 6113. The standard tour of duty for this assignment is 36 months. Prior to transfer SNM must have sufficient obligated service to complete assigned tour length. m. On 15 December 2020, Petitioner reenlisted for 4 years with an ECC of 14 December 2024. n. On 1 June 2021, Petitioner transferred to MCC 1HN for duty. o. In correspondence attached as enclosure (2), the office having cognizance over the subject matter addressed in Petitioner’s application has commented to the effect that the request has merit and warrants favorable action. CONCLUSION Upon review and consideration of all the evidence of record, and especially in light of the contents of enclosure (2), the Board finds the existence of an injustice warranting the following corrective action. The Board concluded that Petitioner was holding the qualifications of 6012-SFF, 6018- QAR and was at the listed MCC 1HN making him otherwise eligible to receive the FY21 Aircraft Maintenance Kicker. However, due to the time it took HQMC to approve his reenlistment request and through no fault of Petitioner, he crossed out of zone “C”, and became ineligible to receive the Aircraft Maintenance Kicker. RECOMMENDATION That Petitioner’s naval record be corrected, where appropriate, to show that: The Petitioner was discharged and reenlisted on 8/9 October 2020, vice on 14/15 December 2020 for a term of 4 years and 3 months vice 4 years. Note: This change will entitle the member to a $20,000 Aircraft Maintenance Kicker. A copy of this Report of Proceedings will be filed in Petitioner’s naval record. 4. It is certified that a quorum was present at the Board’s review and deliberations, and that the foregoing is a true and complete record of the Board’s proceedings in the above-entitled matter. 5.
