Pursuant to the provisions of reference (a), Subject, hereinafter referred to as Petitioner, filed enclosure (1) with the Board for Correction of Naval Records (Board), requesting that her naval record be corrected to reflect current date of rank (DOR) as 29 January 2017 vice 29 January 2019. 2. The Board, consisting of reviewed Petitioner’s allegations of error and injustice on 20 May 2021 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner’s naval record, and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner's allegations of error and injustice, found that, before applying to this Board, she exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. The Board made the following findings: a. Petitioner earned the following degrees from the University of : Bachelor of Science in Nursing, 20 December 2003; Master of Science, 21 December 2013; and Doctor of Nursing Practice, 19 December 2014. b. On 29 January 2020, Petitioner awarded 5-years of total service credit; 2-years for advanced degrees in nursing and 3-years experience as a fully licensed Baccalaureate-prepared nurse. Reconstructed DOR is 29 January 2015; initial DOR (29 January 2020) minus 5-years of total service credit. 4-years entry grade credit for given grade (Lieutenant/O-3) added to reconstructed DOR (29 January 2015) equals official DOR of 29 January 2019. c. On 13 March 2020, Petitioner’s Officer Appointment Acceptance and Oath of Office is subscribe and sworn in the permanent grade of Lieutenant with permanent and present grade date of 29 January 2019. d. In correspondence attached as enclosure (2), the office having cognizance over the subject matter addressed in Petitioner’s application has commented to the effect that the request has merit and warrants favorable action. CONCLUSION Upon review and consideration of all the evidence of record, and especially in light of the contents of enclosure (2), the Board finds the existence of an injustice warranting the following corrective action. The Board concluded per reference (b), Petitioner had the appropriate advance degrees to warrant 4-years for advanced degrees in nursing credit vice 2-years, for 7-years total service credit vice 5-years upon commissioning; therefore, the Board felt, under these circumstances, relief is warranted. RECOMMENDATION That Petitioner’s naval record be corrected, where appropriate, to show that: Petitioner’s NAVCRUIT 1070/3, Nurse Corps Entry Grade Worksheet signed and dated 29 January 2020 is amended to reflect: Block 4 (Period) from 08/01/2011 to “12/19/2014” vice “12/21/2013”, (Credit Given) “4-years, 0-months, 0-days” vice “2-years, 0-months, 0-days”; and Total Service Credit “7-years, 0-months, 0-days” vice “5-years, 0-months, 0-days”. Petitioner’s NAVPERS 1000/4, Officer Appointment Acceptance and Oath of Office dated 13 March 2020 is modified to reflect: Block 19 (Permanent Grade Date) “2017-01-29” vice “2019-01-29”; and Block 21 (Present Grade Date) “2017-01-29” vice “2019-01-29”. A copy of this Report of Proceedings will be filed in Petitioner’s naval record. 4. It is certified that a quorum was present at the Board’s review and deliberations, and that the foregoing is a true and complete record of the Board’s proceedings in the above-entitled matter. 5.
