For an accounting of the facts and circumstances surrounding the applicant’s request, and, the rationale of the earlier decision by the Board, see the Record of Proceedings at Exhibit F. On 14 November 2008 and 20 December 2008, the applicant submitted a request for reconsideration. To support his request, he provides copies of his civilian and military medical records, medical narrative summaries, and copies of his Department of Veterans Affairs medical records. The applicant's complete submission, with attachments, is at Exhibit G. _________________________________________________________________ THE BOARD CONCLUDES THAT: In an earlier finding, we determined there was insufficient evidence to warrant any corrective action. After thoroughly reviewing the additional documentation submitted in support of his appeal and the evidence of record, we do not believe the applicant has overcome the rationale expressed in our previous decision.
