RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2007-01779 INDEX CODE: 107.00 COUNSEL: NONE HEARING DESIRED: NO ________________________________________________________________ _ APPLICANT REQUESTS THAT: His record be changed to correct an entry in the Awards and Decorations section of the Virtual Military Personnel Flight (V- MPF) as well as show he is enrolled in the Serviceman’s Group Life Insurance (SGLI) program. ________________________________________________________________ _ APPLICANT CONTENDS THAT: Item number 15 of the Awards and Decorations section of his V- MPF displays “Unknown Award” which should either be corrected or removed. Further, the premium for $400,000 dollars worth of SGLI coverage is being deducted from his monthly pay, his record should show he is enrolled in the program. In support of his appeal, the applicant has provided a copy of a military leave and earnings (LES) statement. Applicant’s complete submission, with attachments, is at Exhibit A. ________________________________________________________________ _ STATEMENT OF FACTS: The applicant began his military service on 6 May 1980. He has been progressively promoted to the grade of senior master sergeant and is currently a participating member of the TXANG. He has over 27 years of service for pay. ________________________________________________________________ _ AIR FORCE EVALUATION: The Air Reserve Personnel Center received this application for an advisory opinion on 5 June 2007 and has failed to provide one. ________________________________________________________________ _ THE BOARD CONCLUDES THAT: 1. The applicant has not exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. The applicant has not provided evidence of actions on his part to obtain the relief he seeks through the proper administrative channels. While his concern over his record not reflecting participation in the SGLI program is understandable, as he has indicated, his leave and earnings statement does reflect his payment of premiums and should validate his participation. The AFBCMR process is not intended as a substitute for the proper utilization of established channels, such as the local military personnel flight for the type of corrections he seeks.
