RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2008-00564 INDEX CODE: 107.00 COUNSEL: NONE HEARING DESIRED: NO ________________________________________________________________ _ APPLICANT REQUESTS THAT: His records be corrected to reflect the awards and decorations that he believes he is entitled to receive. ________________________________________________________________ _ APPLICANT CONTENDS THAT: Based on copies of his DD Form 214’s, Certificate of Release or Discharge from Active Duty, and the Air Force Personnel Center (AFPC) Record of Unit Awards, he believes a search should be conducted to verify his eligibility for the Air Force Outstanding Unit Award with Valor (AFOUA w/V), Global War on Terrorism Service (GWOTS) Medal and the Global War on Terrorism Expeditionary (GWOTE) Medal. He has also been awarded the following that are not currently listed on the Virtual Military Personnel Flight (VMPF): The Air Force Commendation Medal (AFCM), Device for the Air Force Organizational Excellence Award (AFOEA), the Armed Forces Reserve Medal (AFRM) – he requests research for “M” and Hour Glass devices, and the Overseas Short Tour Ribbon. In support of his appeal, the applicant has provided several copies of DD Forms 214, and Air Force Recognition Programs web page information from AFPC. Applicant’s complete submission is attached. ________________________________________________________________ _ STATEMENT OF FACTS: The applicant is a current member of the Pennsylvania Air National Guard (PAANG) serving in the grade of master sergeant. He has over 15 years of satisfactory service toward a Reserve retirement at age 60. ________________________________________________________________ _ AIR FORCE EVALUATION: This application was sent to the NGB on 13 February 2008 for an advisory opinion based on the merits of the application. To date, the NGB has failed to provide one. ________________________________________________________________ _ THE BOARD CONCLUDES THAT: 1. The applicant has not exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. The applicant has not provided evidence of actions on his part to obtain the relief he seeks through the proper administrative channels. The AFBCMR process is not intended as substitute for the proper utilization of established channels, such as the local military personnel flight for the type of corrections he seeks. Further, while he has provided information regarding decorations he believes he is entitled to, he has not provided evidence to show that he is, in fact, entitled to the decorations.
