RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2008-00655 INDEX CODE: 112.10 XXXXXXX COUNSEL: NONE HEARING DESIRED: YES ________________________________________________________________ APPLICANT REQUESTS THAT: Block 11, on his DD Form 214, Certificate of Release or Discharge from Active Duty be changed to reflect he served 3 years and 11 months in Air Force Specialty Code (AFSC) 46270, Munitions Maintenance Technician. ________________________________________________________________ APPLICANT CONTENDS THAT: An error exists with the total number of months he served in AFSC 462X0, Munitions Maintenance Technician. He noticed the error in 1994; however, felt it was not important at the time. The Combat Disability Section stated his DD Form 214 must reflect the actual time he served in the AFSC to support his claim. In support of his request, the applicant submits a personal statement, copies of his DD Form 214, DD Form 215, Corrections to DD Form 214, training certificates and completion documents, performance reports, AF Forms 1098, Personnel Action Request, an aeronautical order and various other documents extracted from his medical records. His complete submission, with attachments, is at Exhibit A. ________________________________________________________________ STATEMENT OF FACTS: The applicant entered the Regular Air Force on 4 December 1959. His DD Form 214, Block 11, Primary Specialty Number, Title and Years and Months in Specialty, reflects AFSC K11270 – In-Flight Refueling Technician, 11 years and 1 month; 46270 – Aircraft Armament Systems Tech, 1 year and Apprentice Weather Equipment Spec, 2 years and 11 months. On 30 June 1981, he was retired in the grade of technical sergeant. He served 21 years, 6 months and 27 days on active duty. ________________________________________________________________ AIR FORCE EVALUATION: HQ AFPC/DPSIDC recommends correction to the applicant’s records, but in a manner different than what the applicant is requesting. DPSIDC states the documents provided by the applicant corroborate that an error exists; however, they do not exactly support the correction requested. Upon his enlistment, he was classified in AFSC 431X3, In-Flight Refueling. Effective 1 October 1961, AFSC 431X3 was deleted and changed to AFSC 424X2, the AFSC he served in until he retrained into AFSC 302X0, Weather Equipment. His records indicate he served in this AFSC until he retrained into AFSC 462X0, Weapons Mechanic in 1967. The performance report for the period 22 March 1966 through 20 February 1967, indicates his duty AFSC (DAFSC) was 302X0, while the subsequent performance report for the period 21 February 1967 through 1 December 1967, reflects his DAFSC as 462X0. Somewhere between February 1967 and December 1967 his AFSC changed. However, without supporting documentation, DPSIDC cannot ascertain the exact date this occurred. According to an AF Form 1098, dated 26 February 1970, his control AFSC (CAFSC) and DAFSC were changed from 46250 to A42432 and A42472 respectively, effective 31 March 1970. AFSC 424X2 was deleted effective 1 July 1971 and changed to AFSC 42550, which was subsequently changed to AFSC 112X0 effective 1 June 1975; the AFSC he apparently served in until his retirement. DPSIDC notes effective 30 September 1962, the prefix A title changed to Aircrew. Although the DD Form 214 entry attached prefix K to AFSC 11270, the documentation does not support the entry. The complete DPSIDC evaluation, with attachment, is at Exhibit C. ________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 31 October 2008, for review and comment within 30 days. As of this date, this office has received no response (Exhibit D). ________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file. 3. Sufficient relevant evidence has been presented to demonstrate the existence of an error or injustice warranting partial correction. In this respect, we note that the applicant provided a variety of evidence, to include his EPRs which corroborates his assertion he served in AFSC 462X0 longer than his DD Form 214 reflects; however, based on the evidence provided we are not convinced that he served in the AFSC for the number of years, months and days that he contends. Therefore, we agree with the opinion and recommendation of the Air Force office of primary responsibility and recommend his records be corrected as indicated below. 4. The applicant's case is adequately documented and it has not been shown that a personal appearance with or without counsel will materially add to our understanding of the issues involved. Therefore, the request for a hearing is not favorably considered. ________________________________________________________________ THE BOARD RECOMMENDS: The pertinent military records of the Department of the Air Force relating to APPLICANT, be corrected to show that his DD Form 214, Certificate of Release or Discharge from Active Duty be amended in Block 11, Primary Specialty Number, Title and Years and Months in Specialty, to read AFSC A11270 – Aircrew, In-Flight Refueling Operator/Technician, 14 years and 4 months; 46270 – Weapons Maintenance Technician, 3 years and 2 months, 30230, Apprentice Weather Equipment Repairman, 3 years and 10 months. _______________________________________________________________ All members voted to correct the records as recommended.
