RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2010-00248 INDEX CODE: 107.00 COUNSEL: NONE HEARING DESIRED: NO _________________________________________________________________ APPLICANT REQUESTS THAT: His records be corrected to show he was awarded the Air Force Commendation Medal (AFCM). _________________________________________________________________ APPLICANT CONTENDS THAT: He recently contacted an old supervisor and discovered he had been approved for the AFCM. He was discharged prior to the medal being awarded and added to his DD Form 214, Certificate of Release or Discharge from Active Duty. During his period of service, he was presented with various awards and maintained a professional attitude. Upon his arrival to Korea, he was awarded the Airman of the Month after being there only two months. He was very active in volunteering with the American Red Cross and taught first aid and cardiopulmonary resuscitation (CPR) classes to service members and their families. In support of his request, the applicant submits a personal letter, copies of his DD Form 214, and various letters of appreciation and certificates of recognition. The applicant’s complete submission, with attachments, is at Exhibit A. _________________________________________________________________ STATEMENT OF FACTS: The applicant entered the Regular Air Force on 4 January 1978. He was progressively promoted to the grade of sergeant (E-4), having assumed that grade effective and with a date of rank of 1 June 1980. He was honorably discharged from the Air Force on 10 December 1981. He served 3 years, 11 months and 7 days of total active service. His DD 214 reflects he is entitled to the Air Force Good Conduct Medal, Air Force Longevity Service Ribbon, Air Force Training Ribbon, Air Force Outstanding Unit Award, and the Air Force Overseas Ribbon. _________________________________________________________________ AIR FORCE EVALUATION: AFPC/DPSIDR recommends denial. DPSIDR states they are unable to locate any source documentation to verify his entitlement to the AFCM. The recommendation for the award must be made by someone, other than the applicant, preferably the commander or supervisor at the time of the act or achievement, with firsthand knowledge of the applicant’s accomplishments. No official documentation was provided by the applicant to justify the entitlement. The complete DPSIDR evaluation is at Exhibit C. _________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 2 April 2010, for review and comment within 30 days. As of this date, no response has been received by this office (Exhibit D). _________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file. 3. Insufficient relevant evidence has been presented to demonstrate the existence of error or injustice. After reviewing the evidence of record, we are unpersuaded that the applicant's records are in error or that he has been the victim of an injustice. We took notice of the complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force office of primary responsibility and adopt its rationale as the basis for our conclusion that the applicant has not been the victim of an error or injustice.
