RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2010-02227 COUNSEL: NONE HEARING DESIRED: NO _________________________________________________________________ APPLICANT REQUESTS THAT: The Meritorious Service Medal (MSM) be added to his service records. _________________________________________________________________ APPLICANT CONTENDS THAT: The orders for award of the MSM never made it to his records following his retirement from the Air Force. The MSM was awarded during his retirement ceremony. He would like to have a complete record in place at the National Personnel Records Center (NPRC). In support of his request, the applicant provides a personal statement, a copy of the certificate and citation for award of the MSM and DD Form 214, Certificate of Release or Discharge from Active Duty. The applicant’s complete submission, with attachments, is at Exhibit A. _________________________________________________________________ STATEMENT OF FACTS: On 31 December 1997, the applicant was relieved from active duty and retired on 1 January 1998, in the grade of captain. He served 20 years, 8 months and 12 days on active duty. _________________________________________________________________ AIR FORCE EVALUATION: AFPC/DPSIDR recommends denial. DPSIDR states after a thorough review of the applicant’s military personnel record they were unable to locate a special order or any other documentation justifying award of the MSM. A copy of the citation and certificate for award of the MSM was supplied to their office for his service with Headquarters Air Force Special Operations Command from 19 September 1995 to 31 December 1997. Therefore, due to lack of a special order for the MSM, approval is not warranted. The DPSIDR complete evaluation is at Exhibit C. _________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: The applicant reviewed the evaluation and states he searched his records but could not find the special order awarding the MSM. He asked his commander at the time of retirement for a copy of the order; however, he could not find the order. He did provide him with the application and recommendation for award of the MSM. The applicant's complete response, with attachments, is at Exhibit E. _________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Sufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. In this respect, we believe the copy of the award citation and recommendation package provided by the applicant is sufficient evidence to show that he was indeed awarded the MSM upon his retirement. Therefore, we recommend his records be corrected to the extent indicated below. ________________________________________________________________ THE BOARD RECOMMENDS THAT: The pertinent military records of the Department of the Air Force relating to APPLICANT, be corrected to show that his DD Form 214, Certificate of Release or Discharge from Active Duty, be amended in Section 13, to reflect award of the Meritorious Service Medal. ________________________________________________________________ The following members of the Board considered AFBCMR Docket Number BC-2010-02227 in Executive Session on 6 January 2011, under the provisions of AFI 36-2603: All members voted to correct the records, as recommended.
