RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2010-02504 INDEX CODE: 110.02 COUNSEL: NONE HEARING DESIRED: NO _________________________________________________________________ APPLICANT REQUESTS THAT: His records be corrected to reflect service in Vietnam. _________________________________________________________________ APPLICANT CONTENDS THAT: He was on temporary duty (TDY) from Yokota AB, Japan, to Osan AB and Kunsan AB, Korea, from December 1970 to March 1971. He was also TDY from Kadena AB, Japan to Bein-Hoa AB, Vietnam. His records were not kept current by the Consolidated Base Personnel Office (CBPO) during his time of service. He had a 202-day deployment and other TDY’s that are not in his records. In support of his request, the applicant provides copies of information request letters, with replies, and extracts from his master personnel records. The applicant's complete submission, with attachments, is at Exhibit A. _________________________________________________________________ STATEMENT OF FACTS: On 1 Sep 89, the applicant retired in the grade of master sergeant. HQ AFPC/DPAPP confirmed the applicant had boots on ground in Japan from 10 August 1970 to 10 October 1972; Korat AB, Thailand, from 15 January to 18 December 1974; and Zweibrucken AB, Germany, from 26 April 1980 to 29 April 1984. _________________________________________________________________ AIR FORCE EVALUATION: HQ AFPC/DPAPP recommends denial. DPAPP states a review of the applicant’s master personnel records and documentation submitted failed to substantiate Foreign Service time in Vietnam. The complete HQ AFPC/DPAPP evaluation is at Exhibit C. _________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 19 November 2010 for review and comment within 30 days (Exhibit D). As of this date, this office has not received a response. _________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file. 3. Insufficient relevant evidence has been presented to demonstrate the existence of error or injustice. We took notice of the applicant's complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force office of primary responsibility and adopt its rationale as the basis for our conclusion the applicant has not been the victim of an error or injustice. Further, we note the applicant has been issued the Vietnam Service Medal, Republic of Vietnam Gallantry Cross with Palm, and the Republic of Vietnam Campaign Medal which can be used as verification for Department of Veterans Affairs benefits. Additionally, exact Foreign Service locations were not recorded on the DD Form 214 during the period the applicant served.
