RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2010-03002 COUNSEL: NONE HEARING DESIRED: NO _________________________________________________________________ APPLICANT REQUESTS THAT: Her Intermediate Developmental Education (IDE) credit be changed from “non-residence” to “residence.” _________________________________________________________________ APPLICANT CONTENDS THAT: She was selected to attend IDE in residence, part time. The invitation to attend the school stated that in order to receive in-residence credit she must complete a 2-year program at the Defence Intelligence Agency (DIA) and complete Air Command and Staff College – in correspondence was required. She completed the Air Command & Staff College (ACSC) on 1 Dec 05. Additionally, she attended the National Defense Intelligence College (NDIC) earning a Masters in Strategic Intelligence on 24 Jul 09. When she asked the Air Reserve Personnel Center (ARPC) about the “in-residence” credit, they had no recollection that she would receive “in-residence” credit for this program due to it conflicting with their policy. ARPC could not find the original documentation regarding this issue. It was then elevated to AF/REP for adjudication. The following was provided by AF/REP: “Air University will only accept the graduate roster from NDIC or a copy of the 475 training report as an official document to award in-residence credit; those documents are not prepared for blended/part-time courses. To date, A1D has not supported in- residence credit for any distance learning or even blended opportunities…” In support of her request, the applicant provides a copy of her In-Residence IDE package and a copy of her NDIC transcript. Her complete submission, with attachments, is at Exhibit A. _________________________________________________________________ STATEMENT OF FACTS: The applicant is currently serving on active duty in the Air Force Reserve in the grade of lieutenant colonel (0-5). She attended the IDE at the NDIC part-time. The applicant was awarded her Master of Science of Strategic Intelligence degree on 29 Jul 09. _________________________________________________________________ AIR FORCE EVALUATION: AFRC/A1K recommends denial. A1K consulted with AF/REPP and states that in order to award in-residence IDE credit, the applicant must provide the following: a. AF Form 475, Training Report. b. Graduate Roster from NDIC. Without the supporting documents, the Air Force Reserve Command cannot support granting in-resident credit. The AFRC/A1K complete evaluation is at Exhibit B. _________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: The applicant responded by providing a supporting document that verifies her enrollment to the NDIC that is signed by the Registration Team Lead. She provides the enrollment verification memorandum in place of the AF Form 475, because the form is not accomplished for in-residence part-time students. The applicant’s complete submission, with attachment, is at Exhibit D. _________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Insufficient relevant evidence has been presented to demonstrate the existence of error or injustice. While we note the applicant’s contention that the notification and congratulatory letters that selected her for IDE in-residence, part-time, appear to suggest she would receive in-residence credit, it does not negate the fact that the school has never awarded part-time students attending the IDE course with full-time in-residence credit. We also note the applicant sought confirmation from the Air Reserve Personnel Center (ARPC); however, they had no recollection or any supporting documentation of ever awarding in-residence credit for part-time students and stated it conflicted with their policy. Therefore, the Board majority agrees with the opinion and recommendation of the Air Force office of primary responsibility and adopts its rationale as the basis for our conclusion that the applicant has not been the victim of an error or injustice. Therefore, in the absence of evidence to the contrary, the Board majority finds no basis to recommend granting the relief sought in this application. _________________________________________________________________ THE BOARD DETERMINES THAT: A majority of the panel finds insufficient evidence of error or injustice and recommends the application be denied. _________________________________________________________________ The following members of the Board considered AFBCMR Docket Number BC-2010-03002 in Executive Session on 15 Mar 11, under the provisions of AFI 36-2603: By a majority vote, the members voted to deny the request.
