His DD Form 214, Report of Separation from Active Duty, be corrected to reflect his service in Vietnam. 2. His records be corrected to reflect the Vietnam Service Medal (VSM), with one Bronze Service Star (1BSS). (Administratively corrected). 3. His records be corrected to reflect the Republic of Vietnam Campaign Medal (RVNCM). (Administratively corrected). _________________________________________________________________ APPLICANT CONTENDS THAT: He spent 11 months flying combat missions away from his family. He gave enough to have this information on his records. Lung cancer has caused him to file for Agent Orange with the Department of Veterans Affairs (DVA). He needs to show the organization he flew missions with in Vietnam. In support of his request, the applicant submits copies of his award citations, AF Form 7, Airman Military Record; and his airman performance report. The applicant's complete submission, with attachments, is at Exhibit A. _________________________________________________________________ STATEMENT OF FACTS: On 14 April 1954, the applicant enlisted in the Regular Air Force. On 30 April 1974, he was retired in grade of technical sergeant after completing 21 years, 1 month and 29 days of total service for pay. On 24 January 2011, AFPC/DPSIDR administratively corrected the applicant’s record to reflect the VSM with four Bronze Service Stars (VSM w/4 BSS), RVNCM, and the Air Force Outstanding Unit Award with three Oak Leaf Clusters (AFOUA w/three OLC). _________________________________________________________________ AIR FORCE EVALUATION: AFPC/DPAPP recommends denial. DPSIDR states that no official documentation was located in the applicant’s record that verifies he served Vietnam. The complete DPAPP evaluation is at Exhibit C. _________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: On 14 January 2011, a copy of the Air Force evaluation was forwarded to the applicant for review and comment within 30 days. As of this date, no response has been received by this office (Exhibit D). _________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file. 3. Insufficient relevant evidence has been presented to demonstrate the existence of error or injustice. We took notice of the applicant's complete submission in judging the merits of the case and note his records will be administratively corrected to reflect award of the VSM, w/3 BSS, and the RVCN. However, with regard to his request to reflect his service in Vietnam, we agree with the opinion and recommendation of the Air Force office of primary responsibility and adopt its rationale as the basis for our conclusion that the applicant has not been the victim of an error or injustice.
