Vietnam Service Medal (VSM). (Administratively corrected). 2. Republic of Vietnam Campaign Medal (RVNCM). (Administratively corrected). 3. National Defense Service Medal (NDSM). (Administratively corrected). 4. Air Force Good Conduct Medal (AFGCM). _________________________________________________________________ APPLICANT CONTENDS THAT: He had Foreign Service and the VSM and awards were not reflected on his DD Form 214. His AF Forms 910, Airman Performance Report, (APRs) support his entitlement for these awards. In support of his request, the applicant submits copies of his DD Form 214, APRs, AF Form 1712, Uniform Military Personnel Record; and AF Form 3072, Article 15 Information Sheet. The applicant's complete submission, with attachments, is at Exhibit A. _________________________________________________________________ STATEMENT OF FACTS: On 28 August 1971, the applicant enlisted in the Regular Air Force. On 27 August 1975, he was honorably discharged in the grade of airman basic after completing four years of total active duty service. On 4 January 2011, AFPC/DPSIDR administratively corrected the applicant’s record to reflect the VSM with two Bronze Service Stars (VSM w/1 BSS), RVNCM, and the NDSM. The AFGCM is awarded to Air Force enlisted personnel for exemplary conduct during a three-year period of active military service, or for a one-year period of active service during a time of war. _________________________________________________________________ AIR FORCE EVALUATION: AFPC/DPSIDR recommends denial of the applicant’s request for award of the AFGCM. DPSIDR states a letter dated 24 January 1975, located in the applicant’s personnel record, denied the AFGCM for the period of 26 August 1971 to 26 August 1974 due to information contained in his Unfavorable Information File (UIF). In addition, the applicant received an Article 15 dated 2 May 1975, for failure to go at the time prescribed to his appointed place of duty. The complete DPSIDR evaluation is at Exhibit C. _________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: On 14 January 2011, a copy of the Air Force evaluation was forwarded to the applicant for review and comment within 30 days. As of this date, no response has been received by this office (Exhibit D). _________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file. 3. Insufficient relevant evidence has been presented to demonstrate the existence of error or injustice regarding his request for award of the AFGCM. We took notice of the applicant's complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force office of primary responsibility and adopt its rationale as the basis for our conclusion the applicant has not been the victim of an error or injustice.
