ADDENDUM TO RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2011-00887 COUNSEL: NONE HEARING DESIRED: NO ___________________________________________________________________ APPLICANT REQUESTS THAT: He be awarded the Medal for Humane Action (MHA) for his participation in the Berlin Airlift. _________________________________________________________________ RESUME OF CASE: On 15 September 2011, the Board considered and denied the applicant’s request to correct his record to reflect award of the MHA. For an accounting of the facts and circumstances surrounding the applicant’s separation; and, the rationale of the earlier decision by the Board, see the Record of Proceedings (ROP) at Exhibit F. On 20 August 2012, the applicant, through his Senator, submitted a request for reconsideration for award of the MHA. As new evidence, the applicant provides, a congressional inquiry from his Senator to the Air Force, a Troop Rotation Policy Letter, a letter from the Director of Personnel to the applicant’s spouse, cancelled envelopes from the applicant to his spouse, a Mess Pass, and a Frankfurt Military Post Pass. The applicant’s complete submission, with attachments, is at Exhibit G. _________________________________________________________________ THE BOARD CONCLUDES THAT: In earlier findings, the Board determined that there was insufficient evidence to warrant any corrective action. After thoroughly reviewing the additional documentation submitted in support of his appeal and the evidence of record, we believe the applicant has overcome the rationale expressed in our previous decision. In this regard, we note the applicant has provided a letter from his unit “personnel officer” indicating the applicant served with the Berlin Airlift. While this may not be considered the normal official source document, we believe it is sufficient evidence to indicate he did participate in the Berlin Airlift and is entitled to award of the MHA. Therefore, based on the foregoing, we recommend the applicant’s record be corrected as indicated below. _________________________________________________________________ THE BOARD RECOMMENDS THAT: The pertinent military records of the Department of the Air Force relating to APPLICANT be corrected to show that on 14 April 1949, he was awarded the Medal for Humane Action for his participation in the Berlin Airlift. _________________________________________________________________ The following members of the Board considered this application in Executive Session on 11 July 2013, under the provisions of AFI 36-2603: , Panel Chair , Member , Member All members voted to correct the records, as recommended.
