RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2011-01323 COUNSEL: NO HEARING DESIRED: NO ________________________________________________________________ _ APPLICANT REQUESTS THAT: His records be corrected to reflect his service in the Republic of Korea. ________________________________________________________________ _ APPLICANT CONTENDS THAT: He served 28 days of temporary duty (TDY) in Taegu, Korea. His DD Form 214, Certificate of Release or Discharge from Active Duty, incorrectly reflects no Foreign Service. In support of his appeal, the applicant provides copies of his DD Form 214 and a TDY order. The applicant’s complete submission, with attachments, is at Exhibit A. ________________________________________________________________ _ STATEMENT OF FACTS: The applicant is a former member of the Regular Air Force who served on active duty from 16 November 1979 to 15 November 1983. He served as a Tactical Aircraft Maintenance Specialist and was progressively promoted to the grade of sergeant (E-4) with a date of rank of 1 December 1981. He was honorably released from active duty effective 15 November 1983 for expiration of term of active obligated service. He served 4 years on active duty. On 17 May 2011, AFPC/DPAPP notified the applicant that they were unable to verify his service in the Republic of Korea. DPAPP requested any personal records that affirmed his service there; i.e., travel vouchers, evaluation reports, letters of evaluation, decorations, or any other official military documents that reflected service in the contended area. ________________________________________________________________ _ AIR FORCE EVALUATION: AFPC/DPAPP recommends denial. DPAPP states that although the applicant provides a copy of a TDY order to Korea, it does not prove he actually went there or, if he went, how long he was there. After a thorough review of his military records, there is no mention of him serving any time in Korea. The complete DPAPP evaluation is at Exhibit C. ________________________________________________________________ _ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was mailed to the applicant on 30 September 2011, for review and comments within 30 days. As of this date, this office has received no response. ________________________________________________________________ _ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file. 3. Insufficient relevant evidence has been presented to demonstrate the existence of error or injustice. We took notice of the applicant's complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force office of primary responsibility and adopt its rationale as the basis for our conclusion that the applicant has not been the victim of an error or injustice. If the applicant is able to provide any source documents, (i.e., travel vouchers, evaluation reports, letters of evaluation, decorations, witness statements, sworn affidavit, etc.) to verify his service in Korea, the Board would reconsider his request.
