His DD Form 214, Armed Forces of the United States Report of Transfer or Discharge, be amended to reflect foreign service - administratively corrected. 2. He be awarded the Armed Forces Expeditionary Medal and the Air Force Unit Citation [sic]. ________________________________________________________________ _ APPLICANT CONTENDS THAT: He believes the omissions from his DD Form 214 are clerical errors. In support of his request, the applicant submits documents extracted from his military personnel records. The applicant's complete submission, with attachments, is at Exhibit A. ________________________________________________________________ _ STATEMENT OF FACTS: The applicant enlisted in the Regular Air Force on 3 June 1966. On 2 April 1970, the applicant was honorably released and transferred to the Air Force Reserve. He served 3 years and 10 months on active duty. On 5 December 2011, AFPC/DPAPP, advised the applicant that they were able to verify and confirm foreign service at Kunsan Air Base, Republic of Korea; Tachikawa, Japan; Yokota, Japan; Wake Island; Hawaii, and Andersen Air Force Base, Guam from 30 January 1968 to 15 March 1968. ________________________________________________________________ AIR FORCE EVALUATION: AFPC/DPSIDRA recommends denial of the AFEM. DPSIDRA states the applicant does not meet the criteria for award of the AFEM; therefore, he is not entitled to award of the AFEM. The applicant also request award of the Air Force Unit Citation – however, they believe the applicant is referring to the Air Force Outstanding Unit Award (AFOUA). They were able to verify the applicant received award of the AFOUA and AFOUA First Oak Leaf Cluster (AFOUA 1OLC) for his service while assigned to the 602nd Organizational Maintenance Squadron, Travis Air Force Base, California. DPSIDRA is unable to verify the applicant’s entitlement to any other unit awards during his active duty service. The DPSIDRA complete evaluation is at Exhibit C. ________________________________________________________________ _ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: The applicant states he was TDY to Korea from 30 January 1968 until 14 February 1968. He was in Guam from 29 February 1968 to 15 March 1968. The applicant’s complete response, with attachments, is at Exhibit E. ________________________________________________________________ _ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file. 3. Insufficient relevant evidence has been presented to demonstrate the existence of error or injustice regarding the applicant’s request for award of the Armed Forces Expeditionary Medal (AFEM). In that regard, we note that AFPC/DPSIDR was not able to find documentation in the official record to validate the applicant’s entitlement to the AFEM. We agree with their assessment and do not find the evidence submitted by the applicant sufficient to refute their determination. We further note award of the AFOUA is reflected on the applicant’s DD Form 214 issued with a separation date of 2 April 1970.
