RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2011-02111 COUNSEL: NONE HEARING DESIRED: NO ________________________________________________________________ THE APPLICANT REQUESTS THAT: He be awarded the Air Force Achievement Medal (AFAM) second oak leaf cluster (2nd OLC). ________________________________________________________________ THE APPLICANT CONTENDS THAT: He was awarded the AFAM 2nd OLC for work performed. He has the official decoration, but because the decoration is so old, they cannot locate the special order. In support of his appeal, the applicant provides e-mail traffic regarding the special order, and copies of the other AFAMs along with their special orders. The applicant’s complete submission, with attachments, is at Exhibit A. ________________________________________________________________ STATEMENT OF FACTS: The relevant facts pertaining to the applicant’s request are contained in the Air Force advisory. Accordingly, there is no need to recite these facts in this Record of Proceedings. ________________________________________________________________ THE AIR FORCE EVALUATION: AFPC/DPSIDR recommends denial. DPSIDR states they were able to locate the AFAM 2nd OLC citation in the applicant’s official military record; however, the special order needed to validate the decoration was not provided or located with this record. Without the special order, they are unable to verify the applicant’s entitlement to the AFAM. The complete DPSIDR evaluation is at Exhibit C. AFPC/DPSOE does not make a recommendation. DPSOE states should the Board grant the application, supplemental promotion consideration would not be necessary as he would be rendered a select for promotion to Master Sergeant for promotion cycle 11E7. The complete DPSOE evaluation is at Exhibit D. ________________________________________________________________ APPLICANT'S REVIEW OF THE AIR FORCE EVALUATION: Copies of the Air Force evaluations were forwarded to the applicant on 29 July 2011, for review and comment within 30 days. As of this date, no response has been received by this office (Exhibit E). ________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Sufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. Although the applicant was unable to provide a copy of the special order awarding him the AFAM, we believe the AFAM citation second oak leaf cluster found in his Master Personnel File provides a reasonable basis to conclude he was awarded the AFAM. We elect to resolve any doubt in favor of the applicant. Accordingly, we recommend his record be corrected as indicated below. ________________________________________________________________ THE BOARD RECOMMENDS THAT: The pertinent military records of the Department of the Air Force relating to APPLICANT be corrected to show that on 1 December 1995, he was awarded the Air Force Achievement Medal, for outstanding achievement during the period 17 November 1995 to 23 November 1995. ________________________________________________________________ The Board considered Docket Number BC-2011-02111 in Executive Session on 12 October 2011, under the provisions of AFI 36-2603: All members voted to correct the record, as recommend.
