Air Force Longevity Service Award (AFLSA) (ADMINISTRATIVELY CORRECTED) 4. Cold War Service Ribbon (ARMY AWARD) 5. Air Force Overseas Ribbon (AFOR) 6. Air Force Specialty Code (AFSC) 70230, Apprentice Administration Specialist, (ADMINISTRATIVELY CORRECTED) _________________________________________________________________ APPLICANT CONTENDS THAT: He believes his DD Form 214 should be corrected to reflect the requested awards, badge, and AFSC. In support of his appeal, the applicant provides a personal statement and copies of military personnel documents. The applicant’s complete submission, with attachments, is at Exhibit A. _________________________________________________________________ STATEMENT OF FACTS: The applicant is a former member of the Regular Air Force, who served on active duty from 27 August 1966 to 27 November 1971 for a total of five years. He was progressively promoted to the grade of staff sergeant (E-5) and served 2 years, 5 months and 29 days of Foreign Service. On 2 September 2011, the applicant was notified by AFPC/DPSIM (Special Programs Branch) that they were able to verify his entitlement to wear the Senior Maintenance Occupation Badge in lieu of the obsolete Aircraft and Munitions Maintenance Occupation Badge. On 15 December 2011, AFPC/DPSIDR (Air Force Recognition Programs) notified the applicant that they were able to verify his entitlement to the AFOUA while serving with the 57th Fighter Interceptor Squadron and the AFLSA for his service from 27 August 1966 to 27 November 1971. They also notified the applicant that the Cold War Service recognition is given by the Department of the Army and provided contact information to pursue this ribbon. On 6 February 2012, subsequent to the applicant providing additional military personnel documentation, the applicant was notified by AFPC/DPSIDC (Air Force Classification Development) that their office was able to verify his award of AFSC 70230. The remaining relevant evidence extracted from the applicant’s master personnel records is contained in the evaluation provided by the Air Force office of primary responsibility at Exhibit C. _________________________________________________________________ AIR FORCE EVALUATION: AFPC/DPSIDR recommends denial of the applicant’s request for the AFOUA w/1 BOLC and the AFOR. DPSIDR states they were unable to locate any documentation verifying the 4th Supply Squadron was submitted for or awarded the AFOUA. DPSIDR indicates the AFOR was authorized by the Secretary of the Air Force in 1980. Only Air Force personnel serving on active duty as of 1986 were eligible to have the AFOR applied retroactively for completion of an overseas tour. The complete DPSIDR evaluation is at Exhibit C. _________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: He was told by an airman in the records section of the 145th Tactical Airlift Wing (TFW) (North Carolina Air National Guard) that he was entitled to wear the AFOUA w/1 BOLC for his TDY with the 4th Tactical Fighter Wing, Seymour-Johnson Air Force Base, as the 4th Supply Squadron was part of the 145th TFW. The same airman also indicated that he was entitled to the AFOR. However, he does not want to wear anything he did not earn. The applicant’s complete rebuttal, with attachments, is at Exhibit E. _________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file. 3. Insufficient relevant evidence has been presented to demonstrate the existence of an error or an injustice in regard to the applicant’s request for award of the AFOR and the AFOUA w/1BOLC. We took notice of the applicant's complete submission in judging the merits of his request for award of the AFOR and AFOUA w/1BOLC; however, we agree with the opinion and recommendation of the Air Force office of primary responsibility and adopt its rationale as the basis for our conclusion that the applicant has not been the victim of an error or injustice regarding these awards. We note that the Air Force office of primary responsibility has indicated the applicant’s record will be administratively corrected to reflect award of the AFOUA (Basic), AFLSA, Senior Maintenance Badge, and AFSC 70230. Additionally, we note the Cold War Service Ribbon is an Army Award and is not within the purview of the Board.
