His DD Form 214, Armed Forces of the United States Report of Transfer or Discharge, be updated with the following Training Courses and Temporary Duty (TDY) assignments: a. Aircraft Pneudraulic Repairman Course, 3ABR42132, PDS Code ACP – Already Listed On DD Form 214 Aug 68 – Mar 71. b. Aircraft Pneudraulic Repair Technician (C/RC-121) Course, 4AMF42172-32, PDS Code BQG – Already Listed On DD Form 214 Aug 68 – Mar 71. c. Aircraft Pneudraulic Repair Technician Course, 4AMF42172-23 PDS Code BR4 – Administratively Corrected. d. TDY service in Thailand. e. TDY service in Iceland. f. TDY service in Spain. ________________________________________________________________ APPLICANT CONTENDS THAT: He believes the error was because he was not issued a DD Form 214 for his Reserve service from 1971 - 1975. He now has stage 4 cancer and would like to have his records corrected for his children and for himself. He is very proud to have served in the USAF. In support of his request the applicant submits copies of his AF Form 1256, Certificate of Training and a copy of his DD Form 214. The applicant’s complete submission with attachments is at Exhibit A. STATEMENT OF FACTS: The applicant enlisted in the Regular Air Force on 29 August 1968. On 4 March 1975 he was released from active duty with an honorable characterization of service and was credited with serving 6 years, 6 months and 6 days which included 1 year, 8 months and 19 days of Foreign and/or Sea Service. Item 25 “Military Education and Training Completed” on the applicant’s DD Form 214 reflects Aircraft Pneudraulic Repairman Courses 42132 and 42152. The applicant’s DD Form 214 does not reflect service in Thailand, Iceland, or Spain. By letter, dated 3 January 2012, (Exhibit B) AFPC/DPSOY, advised the applicant they were able to make all the requested changes for Item 25 “Military Education.” They noticed he had a DD Form 214 dtd Aug 68 - Mar 71 with 2 of the courses already listed. Based on the foregoing, his DD Form 214 was corrected to add the additional course. A DD Form 215, Correction to DD Form 214 Certificate of Release or Discharge from Active Duty was accomplished and attached to the letter sent to the applicant. Department of Defense Instruction (DoDI) 1336.1, Certificate of Release or Discharge from Active Duty (DD Form 214/5 Series) dated 20 August 2009, which establishes and implements policy for the preparation and distribution of the DD Form 214, does not include a provision for update of TDY assignments/locations on the DD Form 214. In accordance with AFI 36-2110, Assignments, dated 22 September 2009, paragraph 3.4.4.3, states; use a combination of the following documents to verify completed TDY assignments: travel vouchers, PCS orders, decoration citations, enlisted/officer performance reports and records review Report on Individual Personnel (RIP). ________________________________________________________________ AIR FORCE EVALUATION: AFPC/DPAPP recommends denial of the applicant’s request to reflect service in Iceland, and Thailand on his DD Form 214. A review of the information provided and the master personnel records did not reveal information that reflects the applicant served in either location. However, DPAPP states they were able to verify and confirm foreign service at Hahn Air Base, Germany from 18 November 1970 to 26 August 1972. They also noted that one of the applicant’s enlisted performance reports (EPR) indicated he was assigned temporary duty in Spain during the month of September 1972. The complete AFPC/DPAPP evaluation is at Exhibit C. ________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 13 January 2012 for review and comment within 30 days. As of this date, this office has not received a response. ________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file. 3. Insufficient relevant evidence has been presented to demonstrate the existence of error or injustice warranting corrective action regarding the applicant's three overseas TDY assignments. We took notice of the applicant's complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force office of primary responsibility and adopt its rationale as the basis for our conclusion that relief beyond that already granted administratively is not warranted. The Board notes the Air Force office of primary responsibility confirms the applicant was TDY to Spain as indicated in an EPR. However, in accordance with governing instructions, updates of TDY assignments/locations on the DD Form 214 are not authorized. The EPR serves as the source document of the applicant’s TDY to Spain during the month of September 1972. Therefore, we find no basis to favorably recommend granting the relief sought. ________________________________________________________________ THE BOARD DETERMINES THAT: The applicant be notified that the evidence presented did not demonstrate the existence of material error or injustice; that the application was denied without a personal appearance; and that the application will only be reconsidered upon the submission of newly discovered relevant evidence not considered with this application. ________________________________________________________________ The following members of the Board considered this application BC-2011-03269 in Executive Session on 5 April 2012, under the provisions of AFI 36-2603: The following documentary evidence was considered: Exhibit A.
