RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2011-04477 COUNSEL: NONE HEARING DESIRED: NOT INDICATED _________________________________________________________________ APPLICANT REQUESTS THAT: The former member’s records be updated to reflect award of the Air Force Commendation Medal (AFCM). _________________________________________________________________ APPLICANT CONTENDS THAT: The former member received the AFCM and she would like to display the medal in a memorial flag container. She has a copy of the AFCM; however, she cannot find the special order. In support of her request, the applicant provides a copy of a SAC/DPFP letter awarding the AFCM, a copy of the AFCM award certificate, a copy of the former member’s death certificate, and a personal statement. Her complete submission, with attachments, is at Exhibit A. _________________________________________________________________ STATEMENT OF FACTS: The former member served in the Regular Air Force and retired in the grade of master sergeant (P) (E-7) on 31 Mar 64. The AFCM criterion: The AFCM is awarded to members of the Armed Forces of the United States who, while serving in any capacity with the Air Force after 25 Mar 58, shall have distinguished themselves by meritorious achievement and service. The degree of merit must be distinctive, though not involve the voluntary risk of life required for the Soldier’s Medal (or the Airman’s Medal now authorized for the Air Force). _________________________________________________________________ AIR FORCE EVALUATION: AFPC/DPSIDR recommends denial. After a thorough review of the applicant’s military personnel records and provided documentation, DPSIDR was unable to locate official documentation such as the special order or the award recommendation verifying the entitlement of the AFCM. The complete DPSIDR evaluation is at Exhibit B. _________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 10 Feb 12 for review and comment within 30 days. As of this date, this office has received no response. _________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file. 3. Sufficient relevant evidence has been presented to demonstrate the existence of error or injustice. After reviewing the evidence provided by the applicant in the form of a letter dated 24 March 1964 signed by the Directorate of Personnel, announcing the approval of the recommendation to award the former member the AFCM, we believe she has provided sufficient evidence to warrant corrective action. Therefore, we recommend the former member’s records be corrected as indicated below. 4. The applicant's case is adequately documented and it has not been shown that a personal appearance with or without counsel will materially add to our understanding of the issues involved. Therefore, the request for a hearing is not favorably considered. _________________________________________________________________ THE BOARD RECOMMENDS THAT: The pertinent military records of the Department of the Air Force relating to APPLICANT be corrected to show that the DD Form 214, Report of Separation from Active Duty, issued in conjunction with his 31 March 1964 separation be amended in Item 26, Decorations, Medals, Badges, Commendations, Citations and Campaign Ribbons Awarded or Authorized, to include the Air Force Commendation Medal (AFCM). _________________________________________________________________ The following members of the Board considered AFBCMR Docket Number BC-2011-04477 in Executive Session on 27 Mar 12, under the provisions of AFI 36-2603: All members voted to correct the records, as recommended.
