RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2012-01495 COUNSEL: NONE HEARING DESIRED: NO ________________________________________________________________ APPLICANT REQUESTS THAT: His records be corrected to reflect that he served in a war zone in Korea from 1954 to 1955. ________________________________________________________________ APPLICANT CONTENDS THAT: His service in Korea was not reflected on his DD Form 214, Report of Separation from the Armed Forces of the United States. In support of his request, the applicant provides a copy of his DD Form 214. The applicant’s complete submission, with attachment, is at Exhibit A. _________________ ______________________________________________ STATEMENT OF FACTS: The applicant initially entered active duty on 21 Mar 54. On 10 Mar 56, the applicant was released from active duty, and credited with 1 year, 11 months, and 8 days of active service. On 18 Jul 12, AFPC/DPAPP notified the applicant they were able to confirm his boots on the ground foreign service time at Itazuke Air Base, Japan, from 20 Aug 54 to 24 Feb 56, for one year, six months, and five days. That information is reflected correctly on his DD Form 214. According to information obtained from the the Air Force Historical Research Agency, Mishima Island, Japan is located at 34 degrees, 46 minutes, 41 seconds North; 131 degrees, 8 minutes, 23 seconds East. Therefore, Mishima Island was located outside the designated Korean War Zone. The remaining relevant facts pertaining to this application are described in the letter prepared by the Air Force office of primary responsibility (OPR) which is included at Exhibit C. ________________________________________________________________ AIR FORCE EVALUATION: HQ AFPC/DPAPP recommends denial, indicating there is no evidence of an error or injustice. A review of the applicant’s Master Personnel Records and the documentation he submitted failed to identify any documents that substantiate foreign service in Korea. A complete copy of the AFPC/DPAPP evaluation is at Exhibit C. ________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: Although his headquarters was at Itazuke Air Base, Japan, he was only there for a few days because he served on Mishima Island for the majority of his time in the Korean War. Mishima Island was in the Korean War Zone. The fact that he did not pay United States Federal taxes during that period should prove this contention (Exhibit E). ________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file. 3. Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. We took notice of the applicant's complete submission in judging the merits of the case; however, we note that according to the Air Force Historical Research Agency, the Japanese Island on which the applicant was stationed was not located within the designated Korean War Zone. The applicant’s contentions are duly noted, however, other than his own assertions, he has provided no evidence to indicate that he is the victim of an error or injustice.
