RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2012-01779 COUNSEL: NONE HEARING DESIRED: NO ________________________________________________________________ APPLICANT REQUESTS THAT: His fitness assessment (FA) score recorded on 10 May 11 be removed from the Air Force Fitness Management System (AFFMS). ________________________________________________________________ APPLICANT CONTENDS THAT: His waist measurement on his 10 May 11 FA was inaccurate. When his FA was administered his waist was measured at 39.5 inches. He was authorized to retest on 13 May 11 due to a short notice deployment and his waist measurement was 38 inches. In support of his request, the applicant provides copies of his FA score sheets for 10 and 13 May 11. The applicant’s complete submission, with attachment, is at Exhibit A. ________________________________________________________________ STATEMENT OF FACTS: The applicant is currently serving in the Regular Air Force in the grade of staff sergeant (E-5). In accordance with AFI 36-2905, Fitness Program, to determine overall fitness the Air Force uses an overall composite fitness score and minimum scores per three component areas: Aerobic Fitness (1.5 mile run), Body Composition (abdominal circumference measurement), and Muscular Fitness (number of push-ups and sit-ups completed within one minute each). Military members receive a composite score on a 0 to 100 scale based on the following maximum component scores: 60 points for aerobic, 20 points for body composition, 10 points for push-ups and 10 points for sit-ups. To determine individual composite fitness scores the Air Force uses age and gender specific fitness score charts. Furthermore, Attachment 2, USAF Fitness Scoring, of the AFI reflects males 30-39 must meet minimum value in each of the four components, and achieves a composite point total greater than 75 points. The passing minimum component for a waist measurement for a male between the ages 30-39 is 39 inches. On 10 May 11, the applicant participated in the contested FA, attaining a composite score of 80.20. The applicant did not meet the minimum component for the waist measurement and therefore received an unsatisfactory rating for the fitness test. His waist measurement was 39.5 inches. On 13 May 11, the applicant was allowed to retest due to a short notice deployment and his waist measurement was 38 inches, therefore resulting in a satisfactory rating for the FA. ________________________________________________________________ AIR FORCE EVALUATION: AFPC/DPSIM recommends denial noting the applicant failed to respond to a request to provide additional documentation from his local FAC stating the waist measurement was not conducted in accordance with governing Air Force Instruction, 36-2905, Air Force Fitness. The complete AFPC/DPSIM evaluation, with attachment, is at Exhibit C. ________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 28 Aug 12 for review and comment within 30 days (Exhibit D). As of this date, no response has been received by this office. ________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. The applicant contends that his waist measurement was erroneously recorded during the contested (FA) because his waist measurement, as recorded just three days later, was markedly different. However, other than his own assertions, he has provided no evidence whatsoever that would lead us to believe that his waist measurement taken in conjunction with either test was erroneous or renders him the victim of an injustice.
