RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2012-02356 COUNSEL: NONE HEARING DESIRED: NO ________________________________________________________________ APPLICANT REQUESTS THAT: His records reflect his foreign service at Kadena Air Base (AB) Okinawa. ________________________________________________________________ APPLICANT CONTENDS THAT: He spent 90 days temporary duty (TDY) in 1969 and 1970 at Kadena AB, Okinawa. In support of his request, the applicant submits a copy of his congressional inquiry package which includes copies of a personal statement, his DD Form 214, Armed Forces of the United States Report of Transfer or Discharge, and other supporting documentation. The applicant’s complete submission, with attachments, is at Exhibit A. ________________________________________________________________ STATEMENT OF FACTS: According to documents extracted from his military personnel record, the applicant enlisted in the Regular Air Force on 25 January 1967. He was progressively promoted to the grade of Sergeant, E-4. He was discharged on 16 October 1970 with an honorable characterization of service and was credited with serving 3 years, 8 months and 22 days of active duty. The applicant’s DD Form 214 does not reflect any foreign and/or sea service. ______________________________________________________________ AIR FORCE EVALUATION: AFPC/DPAPP recommends denial. DPAPP states a thorough review of the applicant’s master personnel records and the information provided failed to support his claim of Foreign Service at Kadena AB, Okinawa. The complete AFPC/DPAPP evaluation is at exhibit C. ________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force Evaluation was forwarded to the applicant on 26 July 2012 for review and comment within 30 days (Exhibit D). To date, this office has not received a response. ________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file. 3. Sufficient relevant evidence has been presented to demonstrate the existence of error or injustice with regard to the applicant’s request for Foreign Service credit for his 1970 TDY to Kadena AB, Japan. The Board notes that the Air Force office of primary responsibility states the information provided failed to support the applicant’s claim of Foreign Service at Kadena AB, Okinawa. However, after a review of the applicant’s submission, in particular the postcard, post-marked 18 February 1970, which he mailed to his mother from Hawaii while en-route to Okinawa and his baggage tag labeled OL-8, KAB, we believe that relief is warranted. We have confirmed that "OL-8" was a military destination code used for Kadena Air Base "KAB". It was established and was in effect during the time period in question which was 1969 to 1970. Based on the above information, we believe the applicant has provided sufficient evidence to establish that he was TDY to Kadena Air Base Okinawa during the period 10 February 1970 through 10 May 1970. We were unable, however, to find any evidence to indicate he was TDY to Kadena Air Base during the year 1969. Therefore, we recommend his DD Form 214 be corrected to reflect 90 days of Foreign Service. ________________________________________________________________ THE BOARD RECOMMENDS THAT: The pertinent military records of the Department of the Air Force relating to APPLICANT be corrected to show that the DD Form 214, Armed Forces of the United States Certificate of Release or Discharge, issued in conjunction with his 16 October 1970 release from active duty, be amended in Item 20c, Foreign Service, to reflect three months. ________________________________________________________________ The following members of the Board considered this application in Executive Session on 12 February 2013, under the provisions of AFI 36-2603: , Panel Chair , Member , Member The following documentary evidence was considered in AFBCMR Docket Number BC-2012-02356: Exhibit A.
