RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2012-03131 COUNSEL: NONE HEARING DESIRED: NO ________________________________________________________________ APPLICANT REQUESTS THAT: He be entitled to the Global War on Terrorism Expeditionary Medal (GWOT-E). ________________________________________________________________ APPLICANT CONTENDS THAT: He was deployed to Prince Sultan Air Base in support of Operations SOUTHERN WATCH and IRAQI FREEDOM. The applicant’s complete submission, with attachments, is at Exhibit A. ________________________________________________________________ STATEMENT OF FACTS: The applicant’s orders issued 1 Nov 2002 reflect he was on temporary duty to Prince Sultan Air Base, Saudi Arabia for 89 days. ________________________________________________________________ THE AIR FORCE EVALUATION: AFPC/DPSID recommends denial of the applicant’s request for award of the GWOT-E. DPSID states that in accordance with DoD Manual 1348.33, Manual of Military Decorations and Awards, under no condition shall personnel or units receive the Afghanistan Campaign Medal, GWOT-E, Iraq Campaign Medal, or AFEM for the same action, time period, or service. Since the applicant was awarded the AFEM for serving in support of Operation SOUTHERN WATCH he is ineligible for award of the GWOT-E. After a thorough review of the applicant’s official military personnel record, AFPC/DPSID determined the applicant’s entitlement to the Air Force Expeditionary Medal (AFEM), Air Force Expeditionary Service Ribbon with Gold Border, Global War on Terrorism Service Medal, Air Force Longevity Service Award, Air Force Good Conduct Medal, and Air Force Overseas Ribbon- Short Tour and will administratively correct his record. The complete DPSID evaluation, with attachment, is at Exhibit C. ________________________________________________________________ APPLICANT'S REVIEW OF THE AIR FORCE EVALUATION: On 17 Sep 2012, a copy of the Air Force evaluation was forwarded to the applicant for review and comment within 30 days. As of this date, no response has been received by this office (Exhibit D). ________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file. 3. Insufficient relevant evidence has been presented to demonstrate the existence of error or injustice regarding the applicant’s request for award of the GWOT-E. We took notice of the applicant’s complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force office of primary responsibility and adopt its rationale as the basis for our conclusion that relief beyond that already granted administratively is not warranted.
