RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2012-03159 COUNSEL: NONE HEARING DESIRED: NO ________________________________________________________________ _ APPLICANT REQUESTS THAT: His fitness assessment (FA) dated 13 Jun 12, be invalidated and removed from the Air Force Fitness Management System (AFFMS). ________________________________________________________________ _ APPLICANT CONTENDS THAT: During the run portion of the test he suffered severe pain in both knees and stopped that portion of the test. He completed all other components of the test. He has since been placed on a medical profile and is scheduled to retest on 26 Jun 12. In support of his request, the applicant provides a copy of his AF Form 469, Duty Limiting Condition Report and a Health and Wellness Center (HAWC) questionnaire form. The applicant's complete submission, with attachments, is at Exhibit A. ________________________________________________________________ _ STATEMENT OF FACTS: The applicant is currently serving in the Air Force in the grade of master sergeant. The applicant failed his 13 Jun 12 FA with a score of 33.40. ________________________________________________________________ _ AIR FORCE EVALUATION: AFPC/DPSIM recommends partial approval by updating the cardio component of the FA dated 13 Jun 12 to reflect “exempt” in the AFFMS. DPSIM states the applicant provided an AF Form 469, dated 14 Jun 12, stating “no running over 100 yards and no walking over 3/4 of a mile.” The complete DPSIM evaluation, with attachment, is at Exhibit B. ________________________________________________________________ _ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: On 30 Oct 12, a copy of the Air Force evaluation was forwarded to the applicant for review and comment within 30 days. As of this date, a response has not been received by this office (Exhibit C). ________________________________________________________________ _ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. After carefully reviewing this application and the evidence provided in support of the appeal, we are not persuaded that the applicant’s Fitness Assessment (FA) dated 13 Jun 12 should be removed from his records. While the applicant requests that his entire FA dated 13 Jun 12, be removed from his records, we note the AF Form 469 does not exempt him from the abdominal circumference, push-up, and sit-up components of his FA, therefore, these scores should remain as recorded. 4. Notwithstanding the above, sufficient relevant evidence has been presented to warrant partial relief. After carefully considering the evidence of record, we agree with the recommendation made by DPSIM to update the applicant’s 13 Jun 12 FA to reflect exempt in the cardio component, which will change his overall composite score to reflect 83.50, a “Satisfactory” rating. Accordingly, we recommend his records be corrected to the extent indicated below. ________________________________________________________________ _ THE BOARD RECOMMENDS THAT: The pertinent military records of the Department of the Air Force relating to APPLICANT, be corrected to show that the cardio component of his Fitness Assessment (FA) dated 13 Jun 12 reflect “exempt” in the Air Force Fitness Management System (AFFMS). ________________________________________________________________ _ The following members of the Board considered AFBCMR Docket Number BC-2012-03159 in Executive Session on 14 Feb 13, under the provisions of AFI 36-2603: , Panel Chair , Member , Member All members voted to correct the records, as recommended.
