RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2012-04264 COUNSEL: NONE HEARING DESIRED: NO ________________________________________________________________ APPLICANT REQUESTS THAT: His fitness assessment (FA), dated 24 August 2012, be removed from the Air Force Fitness Management System (AFFMS). ________________________________________________________________ APPLICANT CONTENDS THAT: On 24 August 2012, he was administered a fitness assessment at Minot Air Force Base. Upon arriving at the fitness assessment cell (FAC), he waited in the lobby until the Physical Training Leader (PTL) called him into the measurement room. Once he arrived in the room, he was immediately told to take off his shirt. He thought this was odd since his previous testers always asked him to hold his shirt while being measured. The PTL then pressed on his side to find the top of his hip. As the measurement began, he noticed the tape was not straight by looking through the mirror. The tape was significantly lower on his hip than it had been in previous measurements. The PTL stated that is where his hip bone is. The PTL then grabbed his hand and placed it onto his own hip bone. The PTL pulled the tape for the second measurement. Again, he told the PTL that the tape was too low. The PTL stated that is where the first tape mark is and that is where the tape is staying. They discussed the situation and the PTL told him that he is a trained PTL and that he would determine where the top of the bone is located. The same issues were present during the third and final measurement. When the PTL left the room, he showed the fitness score sheet to a female PTL and started to laugh. He left the room and immediately asked who was in charge. He also requested to be re-measured to validate the accuracy of his measurements. The Officer in Charge (OIC) told him that it was too late for another measurement as had already left the measuring room. The OIC further stated if he did not agree with the waist measurement, he could stop the test now with a zero and submit an Air Force military corrections form. He explained the PTL’s actions, but was told there was nothing that could be done. He left the FAC and spoke with his superintendent. He and his superintendent went back to the FAC and again, spoke with the OIC. The OIC maintained there was nothing he could do because the PTLs are in charge of the test. The OIC did confide in his superintendent that the FAC has been having issues with the measurements and that the Chief’s Group has brought the issue up to the Assessment Teams attention. The OIC further stated that PTLs are taught to get another PTL or the OIC if an issue arises. The PTL did not follow those rules and did not get anyone else. The policy of getting another trained person in the room was implemented because the Minot fitness cell had several problems since the switch from civilian to military testers. In his 10 years of military service, he has never failed a FA, nor has he had any issues with the test administrator or the abdominal circumference. His past four measurements have been 37”, 36”, 37” and 37” respectively. How could he have possibly measured a 39.5” on his 24 August 2012 test when his weight for the past 5 years has been within 4 pounds? This test was administered significantly different than any of his previous assessments. In support of his appeal, the applicant submits a personal statement, his fitness score sheet, AFFMS print out and a letter from the FAC officer in charge. The applicant’s complete submission, with attachments, is at Exhibit A. ________________________________________________________________ STATEMENT OF FACTS: The applicant is currently serving in the Air Force in the grade of technical sergeant. On 24 August 2012, the applicant participated in the contested FA and attained an unsatisfactory score. Information extracted from the AFFMS indicates the applicant failed the abdominal circumference component of the contested FA. AFI 36-2905, Fitness Program, states all members will complete the abdominal circumference unless there is a composite exemption or, under rare circumstances, a component exemption determined by the EP/FPM upon recommendation by the provider. It further states that the tester will determine final horizontal – vertical intersection point for landmark confirmation during the abdominal circumference measuring. The complete DPSIM evaluation, with attachments, is at Exhibit B. ________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 11 January 2013, for review and comment within 30 days (Exhibit C). As of this date, this office has received no response. ________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Sufficient relevant evidence has been presented to demonstrate the existence of an injustice to warrant relief. We considered the applicant’s complete submission and the OPR’s recommendation not to remove the fitness assessment score. However, we believe the applicant has provided sufficient evidence as to whether the abdominal circumference measurement was completed in a fair manner. In this respect, we note the overall score of the contested assessment represents a significant regression when compared to his scores both prior and subsequent to the period under review. Based on the foregoing, we recommend his records be corrected as indicated below. ________________________________________________________________ THE BOARD RECOMMENDS THAT: The pertinent military records of the Department of the Air Force relating to APPLICANT, be corrected to show that the fitness assessment dated 24 August 2012, be removed from the Air Force Fitness Management System. ________________________________________________________________ The following members of the Board considered AFBCMR Docket Number BC-2012-04264 in Executive Session on 27 June 2013 under the provisions of AFI 36-2603: Panel Chair Member Member All members voted to correct the record, as recommended.
