RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2012-04401 COUNSEL: NONE HEARING DESIRED: NO __________________________________________________________ APPLICANT REQUESTS THAT: Her 26 April 2012 Fitness Assessment (FA) score be declared void and removed from the Air Force Fitness Management System (AFFMS). __________________________________________________________ APPLICANT CONTENDS THAT: Her FA failure was the result of a pre-existing medical condition (Rheumatoid Arthritis). The applicant’s complete submission, with attachments, is at Exhibit A. __________________________________________________________ STATEMENT OF FACTS: The applicant is currently serving in the Regular Air Force in the grade of senior airman (E-4). On 27 March 2012, the applicant was issued an AF Form 422, Notification of Air Force Member’s Qualification Status, which exempted her from all components of the FA, except for her abdominal circumference (AC) assessment, until 29 May 2012. On 26 April 2012, the applicant participated in the contested FA during which her AC component was recorded as 37.00 inches, resulting in an overall score of 48.00 points, which constituted an unsatisfactory assessment. On 26 April 2012, the applicant’s medical provider indicated on an AF Form 108, Physical Fitness Education and Intervention Processing, that she was currently in workup for possible underlying rheumatologic disorder and recommended the deletion of her fitness failure while the medical workup was pending. ________________________________________________________________ AIR FORCE EVALUATION: AFPC/DPSIM recommends denial, noting the applicant tested in accordance with her profile (waist measurement only) and did not obtain a passing score. Per Air Force Instruction (AFI) 36- 2905, Fitness Program, paragraph 4.2, all members will complete an AC assessment unless exempted from the AC component of the FA. In this case, the applicant was not cleared to be exempt from the AC component. Although, the applicant’s medical provider recommended the removal of her 26 April 2012 FA, only the commander has the authority to “delete” an FA and not under these circumstances. The commander can only recommend the removal of a fitness score when a member is unable to complete the FA due to a medical condition which is validated by a medical practitioner. Nevertheless, in this case, the removal of the FA is not an authorized action. A complete copy of the AFPC/DPSIM evaluation is at Exhibit C. ________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 25 January 2013 for review and comment within 30 days. As of this date, no response has been received by this office (Exhibit D). ________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Sufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. The applicant contends that a pre-existing medical condition (rheumatoid arthritis) prevented a passing score during her contested 26 April 2012 Fitness Assessment (FA). After a thorough review of the evidence presented, to include a statement from the applicant’s nurse practitioner that the pain associated with her rheumatology condition limited her ability to engage in physical fitness training, we believe a preponderance of the evidence supports corrective action. While we note the comments by AFPC/DPSIM indicating the applicant tested in accordance with her profile, we find it reasonable to conclude that her contested FA failure was attributable to her medical condition.
