RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2012-05640 COUNSEL: NONE HEARING DESIRED: NO ________________________________________________________________ APPLICANT REQUESTS THAT: His Fitness Assessment (FA) dated 15 Nov 12, be removed from the Air Force Fitness Management System (AFFMS). ________________________________________________________________ APPLICANT CONTENDS THAT: During the sit-up portion of his FA, he removed his hand from his chest to adjust his waistband because his military ID card was causing pain with each repetition and this caused him to fail his FA. His squadron commander authorized him to retest. On 19 Nov 12, he passed all portions of his test. In support of his request, the applicant provides copies of his Individual Fitness Assessment History Report from the AFFMS, and memorandums requesting to retest and authorizing the retest. The applicant's complete submission, with attachments, is at Exhibit A. ________________________________________________________________ STATEMENT OF FACTS: The applicant is currently serving in the Regular Air Force in the grade of airman first class. The applicant’s last five FA scores are as follows: DATE SCORE 19 Nov 12 SATISFACTORY * 15 Nov 12 UNSATISFACTORY 23 May 12 SATISFACTORY 23 May 11 EXCELLENT *Contested FA score. ________________________________________________________________ AIR FORCE EVALUATION: AFPC/DPSIM recommends denial. DPSIM states that the applicant took his FA on 15 Nov 12 scoring a composite score of 76.10; he received an unsatisfactory due to failing to complete the required number of sit-ups. The applicant’s commander authorized the applicant to retest four days later, and he achieved a score of 83.40, a satisfactory score. AFI 36-2905, Fitness Program, Air Force Guidance Memorandum (AFGM) 4, paragraph 9, states that “When conducting sit-ups, members will cross arms over the chest so that part of the hands/fingers remains [sic] in contact with the shoulders or upper chest at all times.” The applicant’s sit-up component was terminated as a result of him removing his hands from his shoulders. While it is understandable the adjustment was required to alleviate pain, the AFI does not provide for this action—the guidance specifically indicates that hands must maintain contact with the shoulders or chest at all times during the assessment. The complete DPSIM evaluation, with attachment, is at Exhibit B. ________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: On 17 Feb 13, a copy of the Air Force evaluation was forwarded to the applicant for review and comment within 30 days (Exhibit C). As of this date, this office has received no response. ________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Sufficient relevant evidence has been presented to demonstrate the existence of an injustice warranting partial relief. The applicant contends he removed his hands from his chest during the sit-up portion of his test to adjust his ID card and this caused him to fail his FA. Although the AFI requires that your hands/fingers must maintain contact with your shoulders or chest at all times during the sit-up component of an FA, since the applicant’s commander approved a waiver to allow him to retest and he achieved a passing score, we believe he has provided sufficient evidence to raise reasonable doubt as to the validity of this component of the 15 Nov 12 FA. While the applicant is requesting that his entire FA be removed, we do not find sufficient evidence the results of the other components are in error or unjust, or were administered incorrectly. Therefore, we recommend that the sit-up component of his 15 Nov 12 FA be updated to reflect exempt in the AFFMS.
