RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2013-00617 COUNSEL: NONE HEARING DESIRED: NO ________________________________________________________________ APPLICANT REQUESTS THAT: His 17 Jan 2013 Fitness Assessment (FA) be declared void and removed from the Air Force Fitness Management System (AFFMS). ________________________________________________________________ APPLICANT CONTENDS THAT: He was taking prescribed medications at the time of his FA that caused tachycardia, increased heart rate. He has medical documentation from his Primary Care Manager (PCM) stating that the Nexium and Tramadol that he was taking for reflux and lower back pain may produce the side effect of tachycardia and that the 17 Jan 2013 FA should be invalidated because the medication caused him to fail the cardio portion. In support of his request, the applicant provides copies of his SF Form 600, Chronological Record of Medical Care, Air Force Form 108, Physical Fitness Education and Intervention Processing, and AFFMS information. The applicant’s complete submission, with attachments, is at Exhibit A. ________________________________________________________________ STATEMENT OF FACTS: The applicant is on active duty in the grade of master sergeant (E-7). Although the applicant provided an AF Form 108 from a medical care provider stating that he had a medical condition that prevented him from passing the FA, there is no evidence his unit commander invalidated the FA as required. In accordance with Air Force Instruction 36-2905, Air Force Fitness Program, Air Force Guidance Memorandum 5, if the medical evaluation validates the illness or injury and provides supporting medical documentation, the unit commander may invalidate the FA results by notifying the Fitness Assessment Cell (FAC) in writing. The complete DPSIM evaluation is at Exhibit B. ________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: On 29 Oct 2013, a copy of the Air Force evaluation was forwarded to the applicant for review and comment within 30 days (Exhibit C). As of this date, this office has not received a response. ________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Sufficient relevant evidence has been presented to demonstrate the existence of error or injustice requiring partial relief. We note the Air Force office of primary responsibility recommends denial stating there is no evidence that his unit commander invalidated the FA. However, as stated in AFI 36-2905, any medication that affects the heart rate or the heart’s response to exercise may invalidate the aerobic component of the FA. The medical evidence provided by the applicant substantiates that at the time of the FA he was taking prescribed medications with known side effects of increased heart rate. Therefore, we are persuaded that the applicant’s cardio component of the FA dated 17 Jan 2013 could have reasonably been affected by the medications he was prescribed at the time of the assessment. We took notice of the applicant’s request to have the entire FA removed; however, the fitness report indicates only the cardio component was affected; therefore, we do not find any evidence to support removing the entire test.
