RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2013-00689 COUNSEL: NONE HEARING DESIRED: NO ________________________________________________________________ _ APPLICANT REQUESTS THAT: He be awarded the Air Force Longevity Service Award (AFLSA). ________________________________________________________________ _ APPLICANT CONTENDS THAT: The AFLSA is missing from his DD Form 214, Report of Separation from Active Duty. In support of the applicant’s appeal, he provides a personal statement, a copy of his DD Form 214, a copy of his DD Form 256, Honorable Discharge Certificate and other documentation. The applicant's complete submission, with attachments, is at Exhibit A. ________________________________________________________________ _ STATEMENT OF FACTS: On 20 August 1976, the applicant was honorably released from active duty and transferred to the Air Force Reserve. He served 3 years, 8 months and 8 days on active duty. ________________________________________________________________ _ AIR FORCE EVALUATION: AFPC/DPSID recommends denial of the AFLSA. DPSID states after a thorough review of the applicant’s master personnel record, they were able to verify award of the Non-Commissioned Officer Professional Military Education Graduate Ribbon. The AFLSA is awarded to all members of the United States Air Force who complete four years of honorable active or Reserve military service with any branch of the United States Armed Forces. DPSID was unable to verify award of the AFLSA. According to official documentation in the applicant’s record, the applicant served on active duty for a total of three years, eight months and eight days. The applicant did not complete four years of active duty or reserve military service before being released from active duty – rendering him ineligible for the award. The DPSID complete evaluation is at Exhibit C. ________________________________________________________________ _ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: The applicant states he has been informed by the Veterans Service Organization that his service record spanned from the period of 7 November 1972 through 7 November 1978 as indicated on his DD Form 256. The applicant’s complete response is at Exhibit E. ________________________________________________________________ _ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file. 3. Insufficient relevant evidence has been presented to demonstrate the existence of error or injustice. We took notice of the applicant's complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force office of primary responsibility and adopt its rationale as the basis for our conclusion that the applicant has not been the victim of an error or injustice. Therefore, in the absence of evidence to the contrary, we find no basis to recommend granting the relief sought in this application.
