RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2013-00717 COUNSEL: NO HEARING DESIRED: NO ________________________________________________________________ _ APPLICANT REQUESTS THAT: His DD Form 214, Armed Forces of the United States Report of Transfer or Discharge, be corrected to reflect award of the Presidential Unit Citation (PUC). ________________________________________________________________ _ APPLICANT CONTENDS THAT: His award of the PUC was not included on his DD Form 214. He was awarded the PUC while serving with the 479th Field Maintenance Squadron (FMS), George Air Force Base, California. In support of his appeal, the applicant provides copies of his DD Form 214 and a letter from the National Archives. The applicant’s complete submission, with attachments, is at Exhibit A. ________________________________________________________________ _ STATEMENT OF FACTS: The applicant is a former member of the Regular Air Force who served on active duty from 14 August 1968 through 4 July 1972. His DD Form 214, Armed Forces of the United States Report of Transfer or Discharge, reflects he served one year, one month, and two days of Foreign Service. The remaining relevant facts, extracted from the applicant’s military service record, are reflected in the evaluation by the Air Force office of primary responsibility at Exhibit C. ________________________________________________________________ _ AIR FORCE EVALUATION: AFPC/DPSID recommends denial. DPSID states that after a thorough review of the applicant’s official military personnel records, they were unable to verify award of the PUC. The applicant served with the 479th FMS from 20 October 1968 to 6 June 1971; however, they were unable to verify the 479th FMS received award of the PUC. In addition, they were unable to verify he served in any other units that received the PUC. The applicant has provided no justification or any supporting documentation to reflect he was awarded the PUC. Additionally, he has not provided evidence of an error or injustice. To grant award of the PUC would be contrary to the criteria established by Department of Defense Manual 1348.33. The complete DPSID evaluation is at Exhibit C. ________________________________________________________________ _ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 25 April 2013, for review and comment within 30 days (Exhibit D). As of this date, this office has received no response. ________________________________________________________________ _ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file. 3. Insufficient relevant evidence has been presented to demonstrate the existence of error or injustice. We took notice of the applicant's complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force office of primary responsibility and adopt its rationale as the basis for our conclusion that the applicant has not been the victim of an error or injustice.
