RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2013-03185 COUNSEL: NONE HEARING DESIRED: NO ________________________________________________________________ APPLICANT REQUESTS THAT: His DD Form 214, Armed Forces of the United States Report of Transfer or Discharge, Item 28c, Major Courses, be changed to add “Heavy Jet Bomber” and two other medium bombers. __________________________________________________________________ APPLICANT CONTENDS THAT: Upon completion of Basic Training he completed B-47 Bomber training after approximately six months. He was subsequently assigned to Germany for three years and was trained on the upkeep and maintenance of the RB-57 and RB-66. His original Air Force Specialty Code (AFSC) was “4313D,” which denotes Aircraft Mechanic (Two Engine) and after working on the RB-57 and RB-66 aircraft, his AFSC was changed to “4313E,” which denotes Aircraft Mechanic (Four Engine). He was never given paperwork after completing training and his records were destroyed in a fire at the Air Force Records building. In support of his request, the applicant provides a personal statement, copies of his DD Form 214, VA Form 21-418, Statement in Support of Claim; DD Form 256AF, Honorable Discharge Certificate and various other documents associated with his request. The applicant’s complete submission, with attachments, is at Exhibit A. __________________________________________________________________ STATEMENT OF FACTS: The applicant served in the Regular Air Force from 12 Mar 1954 through 26 Nov 1957. On 14 Aug 2013, AFPC/DPSIT invited the applicant to provide additional documentation or evidence verifying he completed formal schools for Heavy Jet Bomber B-47 and two other medium bomber schools. __________________________________________________________________ ? AIR FORCE EVALUATION: AFPC/DPSIT recommends denial. DPSIT states that after a thorough examination of the applicant’s record, no evidence of additional school completions was noted. The complete DPSIT evaluation is at Exhibit C. __________________________________________________________________ APPLICANT'S REVIEW OF THE AIR FORCE EVALUATION: On 24 Jan 2014, a copy of the Air Force evaluation was forwarded to the applicant for review and comment within 30 days. As of this date, no response has been received by this office (Exhibit D). __________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file. 3. Insufficient relevant evidence has been presented to demonstrate the existence of error or injustice. We took notice of the applicant's complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force office of primary responsibility and adopt its rationale as the basis for our conclusion the applicant has not been the victim of an error or injustice. Therefore, in the absence of evidence to the contrary, we find no basis to recommend granting the relief sought in this application. __________________________________________________________________ THE BOARD DETERMINES THAT: The applicant be notified that the evidence presented did not demonstrate the existence of material error or injustice; that the application was denied without a personal appearance; and that the application will only be reconsidered upon the submission of newly discovered relevant evidence not considered with this application. __________________________________________________________________ ?
