RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2013-03507 COUNSEL: NONE HEARING DESIRED: NO ________________________________________________________________ APPLICANT REQUESTS THAT: Her records be corrected to show that her Home of Record (HOR) reflects Kell, IL, rather than Warrensburg, MO. ________________________________________________________________ APPLICANT CONTENDS THAT: Had she not been married to an active duty service member prior to her enlistment, she would have resided in Kell, IL, with her parents. In support of the applicant’s appeal, she provides a copy of her birth certificate, marriage license, divorce decree, DD Form 4/1, Enlistment/Reenlistment Document Armed Forces of the United States, DD Form 1966, Record of Military Processing – Armed Forces of the United States, The applicant's complete submission, with attachments, is at Exhibit A. ________________________________________________________________ STATEMENT OF FACTS: The applicant is currently serving on active duty in the grade of staff sergeant. The applicant’s DD Form 4/1, Enlistment/Reenlistment Document Armed Forces of the United States, reflects the HOR as Warrensburg, MO. ________________________________________________________________ AIR FORCE EVALUATION: AFPC/DPSIPE recommends denial. DPSIPE states the DD Form 4 is the source document for HOR and place of entry. The Joint Federal Travel Regulations (JFTR) Volume I, Appendix A1, part 1, states, “The place recorded as the home of the individual when reinstated, reappointed, or reenlisted remains the same as that recorded when commissioned, appointed, enlisted or inducted or ordered into the tour of active duty unless there is a break in service of more than one full day. Only if a break in service exceeds one full day, may the member change the HOR.” The HOR is the location identified by the individual upon entering the service, not a location where the individual is later assigned or a location selected for convenience; a correction must be fully justified. Domicile or legal residence may change, but the HOR will not. The Air Force Personnel Center Enlisted Accessions Branch confirmed that the member initialed the DD Form 4/1 dated 2 April 2004 which list Warrensburg, MO, as the applicant’s HOR. DPSIPE was able to validate the applicant’s place of birth to be Centralia, IL, which has been updated. After a thorough review of the applicant’s records and supporting documentation, there appears to not be an error or injustice in determining the member’s HOR. The complete DPSIPE evaluation is at Exhibit C. ________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: On 10 January 2014, a copy of the Air Force evaluation was forwarded to the applicant for review and response within 30 days (Exhibit D). As of this date, no response has been received by this office. ________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. The applicant’s contentions are duly noted; however, we agree with the opinion and recommendation of the Air Force office of primary responsibility and adopt its rationale as the basis for our conclusion that the applicant has not been the victim of an error or injustice.
