RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2014-00249 COUNSEL: NONE HEARING DESIRED: NOT INDICATED APPLICANT REQUESTS THAT: His DD Form 214, Certificate of Release or Discharge From Active Duty, be amended to reflect the National Defense Service Medal (NDSM). APPLICANT CONTENDS THAT: Per the Department of Defense (DOD) instructions, he is entitled to the NDSM and it should be reflected on his DD Form 214. The applicant’s complete submission, with attachments, is at Exhibit A. STATEMENT OF FACTS: On 18 Oct 11, the applicant commenced his enlistment in the Regular Air Force. On 31 Jan 12, the applicant underwent a Medical Evaluation Board (MEB). The MEB diagnosed the applicant with ANCA-Associated Vasculitis and a referred his case to the Informal Physical Evaluation Board (IPEB). On 27 Feb 12, the IPEB reviewed the applicant’s case and recommend he be found unfit with a ten percent disability rating and discharged with entitlement to disability severance pay. On 29 Feb 12, the applicant concurred with the findings and recommendations of the IPEB. On 6 Mar 12, the Secretary of the Air Force directed the applicant be separated for a physical disability with severance pay. On 9 Mar 12, the applicant was honorably discharged with a narrative reason or separation of “Disability, Severance Pay, Non-Combat Related,” along with a reentry code of 2Q (Personnel medically retired or discharged). He was credited with 4 months and 22 days of active service. AIR FORCE EVALUATION: AFPC/DPSID recommends denial indicating there is no evidence of an error or an injustice. The NDSM is awarded for honorable active service as a member of the Armed Forces of the United States for any period 27 Jun 50 to 27 Jul 54, 1 Jan 61 to 14 Aug 74, 2 Aug 90 to 30 Nov 95, and 11 Sep 01 to a date to be determined. Per AFI 36-2803, The Air Force Awards and Decorations Program, members of the Armed Forces, to include the Coast Guard, who are on active duty, members of the selected Reserve in Good standing, members of other than the Selected Reserve call to active duty, cadets, and members who have completed Air Force Basic Training are eligible for the NDSM. Although the applicant served on active duty during an authorized period for the NDSM, he was medically discharged prior to completing basic military training; thus, rendering him ineligible for the medal. A complete copy of the AFPC/DPSID evaluation is at Exhibit C. APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 28 Jul 14 for review and comment within 30 days (Exhibit D). As of this date, no response has been received by this office. THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. We took notice of the applicant’s complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force office of primary responsibility (OPR) and adopt its rationale as the basis for our conclusion the applicant has not been the victim of an error of injustice. Therefore, in the absence of evidence to the contrary, we find no basis to recommend granting the requested relief. THE BOARD DETERMINES THAT: The applicant be notified the evidence presented did not demonstrate the existence of material error or injustice; the application was denied without a personal appearance; and the application will only be reconsidered upon the submission of newly discovered relevant evidence not considered with this application.
