RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2014-01017 COUNSEL: NONE HEARING DESIRED: NO APPLICANT REQUESTS THAT: His DD Form 214, Armed Forces of the United States Report of Transfer or Discharge, effective 31 March 1971, be corrected to reflect the following: a.  remove Air Police Supervisor. (Administratively corrected). b.  he was authorized and awarded the Korean War Ribbon, and all other earned ribbons. c.  his time as an automotive mechanic. d.  his participation as a crew member on the Atlas F ICBM. e.  his participation in the Titan 2 missile program. f.  his attendance to the Non-Commissioned Officer’s Academy. (Administratively corrected). He receives a record of all his entitled medals so that he could repurchase or receive them. (Administratively corrected). APPLICANT CONTENDS THAT: He was never notified of the errors on his DD Form 214 until he reviewed it while applying for disability. Nevertheless, he was never an Air Police Supervisor during his 20 years of military service. He served his country as a mechanic, worked on a missile crew, and served during the Korean War for which he received the Campaign medal. Therefore, he would like his records corrected. He is eighty-one years old and would like the corrections made prior to his demise. The applicant’s complete submission, with attachments, is at Exhibit A. STATEMENT OF FACTS: The applicant’s military personnel records indicate he enlisted in the Regular Air Force on 2 March 1951. On 31 March 1971, the applicant was furnished an honorable discharge, and was credited with 20 years and 29 days of total active service. On 9 May 2014, AFPC/DPSIT notified the applicant that after examination of his personnel records, they were able to verify the inclusion of the incorrect training completion as an Air Police Supervisor. In addition, they verified the applicant’s entitlement to the following education and training completions and will correct his records administratively: a.  Basic Military Training. b.  Engineer School (Diesel Engine). c.  Vehicle Maintenance Technician. d.  Automotive Repairman. e.  Non Commissioned Officer Preparatory School (SAC). f.  Ballistic Missile Facilities Repairman/Technician (ATS54170D-1). On 8 August 2014, AFPC/DPSIDR was able to verify the applicant’s entitlement to the following Air Force medals and ribbons and will correct his records administratively: a.  Army of Occupation Medal with Japan Clasp (AOM w/Japan Clasp). b.  Non Commissioned Officer Professional Military Education Graduate Ribbon (NCOPMEGR). c.  National Defense Service Medal with one Bronze Service Star (NDSM w/1BSS). d.  Small Arms Expert Marksmanship Ribbon with one Bronze Oak Leaf Cluster (AFLSA w/4BOLC). On 8 August 2014, AFPC/DPSIDR was able to verify the applicant’s entitlement to the Air Force Longevity Service Award with four Bronze Oak Leaf Clusters. Therefore, his records will be administratively corrected to reflect AFLSA w/4BOLC instead of AFLSA w/2OLC. The remaining relevant facts pertaining to this application are described in the letters prepared by the Air Force offices of primary responsibility (OPR), which are attached at Exhibit C and D. AIR FORCE EVALUATION: AFPC/DPSIC recommends denial of the applicant’s request to correct his DD Form 214 to include his time as an automotive mechanic, participation as a crew member on the Atlas F ICBM, and participation in the Titan 2 missile program. The applicant’s final DD Form 214, effective 31 March 1971 correctly reflects his defined period of service and contains a single block for a specialty number or specialty number and title in which the applicant served in for at least 12 months during this specific enlistment. After an extensive review of the applicant’s military records, verification was made that specialty number 47151 with no title was annotated on his DD Form 214, effective 1 March 1955. The specialty number 47151 and title of automotive repairman was annotated on his DD Form 214, effective 1 January 1962. Lastly, the specialty numbers 54130F and H54170 and titles of Missile Facilities Specialist and Missile Facilities Technician were annotated on his DD Form 214, effective 1 January 1966. A complete copy of the AFPC/DPSIC evaluation is at Exhibit C. AFPC/DPSID indicates no action is required. The applicant made a request for all his entitled awards, to include the Korean War Ribbon. However, they believe the applicant is referring to the Korean Service Medal (KSM), which is already annotated on his DD Form 214, effective 1 March 1955. Also, in regard to the applicant’s request to receive replacement of his authorized medals, the OPR will provide the initial/replacement of the following awards: Air Force Good Conduct Medal with one Bronze Oak Leaf Cluster (AFGCM w/1BOLC), Good Conduct Medal with three Bronze Loops (GCM w/3Br Lps), United Nations Service Medal (UNSM), AOM w/Japan Clasp, NDSM w/1BSS, KSM, NCOPMEGR, and SAEMR w/1BSS. The AFLSA w/4BOLC was not in stock and will be forwarded to the applicant when available. Nevertheless, the applicant may purchase the ribbon from a clothing sales store or a private source. A complete copy of the AFPC/DPSID evaluation is at Exhibit D. APPLICANT'S REVIEW OF AIR FORCE EVALUATION: Copies of the Air Force evaluations were forwarded to the applicant on 30 September 2014 for review and comment within 30 days. As of this date, no response has been received by this office (Exhibit E). THE BOARD CONCLUDES THAT: 1.  The applicant has exhausted all remedies provided by existing law or regulations. 2.  The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file. 3.  Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice with respect to the applicant’s request that his final DD Form 214 reflect time served as an automotive mechanic, participation as a crew member on the Atlas F ICBM, and participation in the Titan 2 missile program. We took notice of the applicant’s complete submission in judging the merits of the case; however, we agree with AFPC/DPSIC and adopt its rationale as the basis for our conclusion the applicant has not been the victim of an error or injustice. Therefore, in the absence of evidence to the contrary, relief beyond that rendered administratively is not warranted. THE BOARD DETERMINES THAT: The applicant be notified the evidence presented did not demonstrate the existence of material error or injustice; the application was denied without a personal appearance; and the application will only be reconsidered upon the submission of newly discovered relevant evidence not considered with this application.
