RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2014-01296 COUNSEL: NONE HEARING DESIRED: NO APPLICANT REQUESTS THAT: Her narrative reason for separation be changed from “Miscellaneous/General Reasons” to “Palace Chase.” APPLICANT CONTENDS THAT: The narrative reason for separation is incorrect as she went through the Palace Chase program under the 2014 Limited Active Duty Service Commitment (LADSC) Waiver Program. She would like it changed so that she may receive TRICARE. The applicant’s complete submission, with attachments, is at Exhibit A. STATEMENT OF FACTS: On 8 Jul 09, the applicant enlisted in the Regular Air Force. On 15 Mar 14, the applicant was release from active duty with a narrative reason for separation of “Miscellaneous/General Reasons.” AIR FORCE EVALUATION: AFPC/DPSOR recommends denial. The applicant did not provide any evidence that an error or injustice occurred in the processing of his discharge. In accordance with Personnel Services Delivery Memorandum (PSDM) 13-64, individuals who are approved under the LADSC Waiver Program are to be approved under AFI 36-3208, Administrative Separation of Airmen, paragraph 3.15, Miscellaneous Reasons. The narrative reason for separation reflected on the DD Form 214, Certificate of Release or Discharge from Active Duty will be “Miscellaneous/General Reasons.” Therefore, the applicant’s Separation Program Designator (SPD) code and narrative reason for separation are correct as reflected on her DD Form 214. Since both the commander and the discharge authority recommended an honorable characterization, the character of service on her DD Form 214 is correct and in accordance with DoD and Air Force instructions. The records show that she signed an AF IMT 1288, Application For Ready Reserve Assignment, on 5 Nov 13. This application is used for individuals who want to join the Air National Guard (ANG) or the Air Force Reserves (AFR) after early release from active duty without any break in service. The requirement for PALACE CHASE is that the applicant be accepted into the ANG or AFR prior to the applicant’s date of separation. The records shows that the applicant was not accepted into an AFR unit until 17 Mar 14, which is the date the AFR unit commander signed the AF IMT 1288. This date is two days after the applicant’s effective date of separation. Therefore, her PALACE CHASE information could not be included on her separation orders. The separation processing was properly completed in accordance with the applicable PSDM guidance and Air Force instructions. The complete DPSOR evaluation is at Exhibit C. APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 16 May 14 for review and comment within 30 days (Exhibit D). As of this date, no response has been received by this office. THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. We took notice of the applicant’s complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force office of primary responsibility (OPR) and adopt its rationale as the basis for our conclusion the applicant has not been the victim of an error of injustice. Therefore, in the absence of evidence to the contrary, we find no basis to recommend granting the requested relief. THE BOARD DETERMINES THAT: The applicant be notified the evidence presented did not demonstrate the existence of material error or injustice; the application was denied without a personal appearance; and the application will only be reconsidered upon the submission of newly discovered relevant evidence not considered with this application.
