RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2014-01515 COUNSEL: NONE HEARING DESIRED: NO APPLICANT REQUESTS THAT: His DD Form 214, Armed Forces of the United States Report of Transfer or Discharge, be corrected to reflect the following: 1. His Air Force Specialty Code (AFSC) be reflected as 43270 (Jet Engine Technician), versus 43250 (Jet Engine Mechanic). 2. He was awarded the Vietnam Service Medal with two Bronze Service Stars (VSM w/2BSS) (administratively resolved), the Presidential Unit Citation with one Oak Leaf Cluster (PUC w/1OLC) (administratively resolved), the Republic of Vietnam Gallantry Cross with Palm Medal (RVNGC w/P) (administratively resolved), and the Cold War Medal and any other awards he may be entitled to. APPLICANT CONTENDS THAT: 1. He completed his 7-skill level course in 1970. He tried having the mistake corrected when he out processed but was told the record had been lost. 2. He served at Tan Son Nhut AB, Vietnam from 1 Nov 67 through 1 Nov 68 and should therefore be entitled to the requested awards. The applicant’s complete submission, with attachments, is at Exhibit A. STATEMENT OF FACTS: On 11 Aug 66, the applicant commenced his enlistment in the Regular Air Force. The applicant served in Vietnam from 1 Nov 67 through 1 Nov 68. On 10 Aug 70, the applicant was furnished an honorable discharge, and was credited with 4 years, 2 months, and 28 days of active service, which included one year of foreign service. The remaining relevant facts pertaining to this application are contained in the memorandums prepared by the Air Force offices of primary responsibility (OPR), which are attached at Exhibits C and D. AIR FORCE EVALUATION: AFPC/DPSIC recommends denial indicating there is no evidence of an error or an injustice to warrant a change to the applicant’s AFSC. AF Manual 35-1, Military Personnel Classification Policy Manual, for the period in question required airmen to have performed satisfactorily in the 7-skill level AFSC for a minimum of one year, successfully completed Career Development Course (CDC), be an E-5 or above, recommended by the supervisor and meet mandatory requirements or equivalents in order to be awarded the 7-skill level. There is no evidence the applicant met the requirement of performing duty at the 7-skill level for at least one year to warrant an upgrade of his AFSC. A complete copy of the AFPC/DPSIC evaluation is at Exhibit C. AFPC/DPSID recommends denial of the Cold War Medal indicating there is no evidence of an error or an injustice. The Cold War Medal is a commemorative medal that is awarded to members of the Armed Forces who served in the United States during the Cold War. It is primarily a celebratory display medal rather than an official award of the Air Force or Department of Defense (DOD). The Cold War Medal/Certificate recognizes service members and civilian personnel of the United States (US) Government who served the US during the Cold War. This endeavor is being conducted by the Department of the Army. The applicant may order his certificate on line or in writing. As for his request for the PUC w/1BOLC, the VSM w/2BSS and the RVNGC w/P, a review of the applicant’s records revealed that he should have been bestowed these awards and the Air Force Longevity Award (AFLSA) and his records will be corrected administratively. It was further noted he will be provided replacement medals for the Air Force Commendation Medal (AFCM), PUC w/1BOLC, Air Force Good Conduct Medal (AFGCM), National Defense Service Medal (NDSM), VSM w/2BSS, AFLSA and the Small Arms Expert Marksmanship Ribbon (SAEMR). The RVNGC w/P is an award of a foreign government and is not stocked or issued by the US Government and can be obtained through commercial sources. A complete copy of the AFPC/DPSID evaluation is at Exhibit D. APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 4 Aug 14 for review and comment within 30 days (Exhibit D). As of this date, no response has been received by this office. THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file. 3. Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice with respect to the applicant’s request for his DD Form 214 to be corrected to reflect he earned his 7-skill level Air Force Specialty Code as a Jet Engine Technician. After a thorough review of the applicant’s complete submission and the evidence of record, there was no evidence provided or located in the applicant’s military records showing he met the requirements for an upgrade of his ASFC to a 7-skill level. As for his request for awards while on active duty, we note the Air Force OPR has determined the applicant’s entitlement to Presidential Unit Citation with one Bronze Oak Leaf Cluster, Vietnam Service Medal with two Bronze Service Stars, Air Force Longevity Service Award, and the Republic of Vietnam Gallantry Cross with Palm and will correct his records administratively. In addition, the Air Force OPR will provide the applicant replacement medals for the Air Force Commendation Medal, Presidential Unit citation with one Bronze Oak Leaf Cluster, Air Force Good Conduct Medal, National Defense Service Medal, Vietnam Service Medal with two Bronze Service Stars, Air Force Longevity Service Award, and the Small Arms Expert Marksmanship Ribbon. Lastly, regarding his request for award for the Cold War Medal, we note the Cold War Medal is a commemorative medal and not an official award of the United States. Therefore, we find no basis to recommend granting relief beyond that rendered administratively. THE BOARD DETERMINES THAT: The applicant be notified the evidence presented did not demonstrate the existence of material error or injustice; the application was denied without a personal appearance; and the application will only be reconsidered upon the submission of newly discovered relevant evidence not considered with this application.
