RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2014-01956 COUNSEL: NONE HEARING DESIRED: NO ________________________________________________________________ APPLICANT REQUESTS THAT: His records be corrected to reflect award of the Presidential Unit Citation with one Bronze Oak Leaf Cluster (PUC w/1BOLC). ________________________________________________________________ APPLICANT CONTENDS THAT: His unit was awarded the PUC w/1BOLC for something to do with Kason Valley in Mar/Apr 68 with inclusive periods of 21 Jan 68 to 12 May 68 and 1 Apr 70 to 30 Jun 70. The applicant’s complete submission is at Exhibit A. ________________________________________________________________ STATEMENT OF FACTS: According to the applicant’s DD Form 214, Armed Forces of the United States Report of Transfer or Discharge, on 8 Jun 66, he enlisted in the Regular Air Force. On 16 Jan 70, the applicant was released from active duty and transferred to the Air Force Reserves (AFRES). He was credited with 3 years, 7 months and 9 days of total active service, to include 11 months and 27 days of foreign and/or sea service. According to Reserve Order CA-068849, dated 13 Jun 72, the applicant was furnished an honorable discharge from the AFRES, effective 7 Jun 72. ________________________________________________________________ AIR FORCE EVALUATION: AFPC/DPSID recommends denial of the applicant’s request for award of the PUC w/1BOLC, indicating while they were able to verify the basic award of the PUC for the applicant’s service with the 19th Air Commando Squadron (ACS), re-designated as the 19th Special Operations Squadron (SOS), he was not assigned to the unit during the second PUC award inclusive period of 1 Apr 70 to 30 Jun 70. Furthermore, they were unable to verify the applicant served with any other units that received the PUC while he was assigned to the unit. The applicant was assigned to the 19th ACS, re-designated as the 19th SOS, Tan Son Nhut Air Base, Vietnam, from 16 Feb 68 to 12 Feb 69. The 19th SOS was awarded the PUC for inclusive dates 21 Jan 68 to 12 May 68. The PUC is awarded to units of the United States Armed Forces for outstanding performance in action against an armed enemy occurring on, or after, 16 Oct 41, for U.S. Navy and U.S. Marine Corps unit; and on or after 7 Dec 41; for U.S. Army and U.S. Air Force units. A review of the applicant’s records revealed that he should have been awarded the PUC, Air Force Outstanding Unit Award with Valor and two Bronze Oak Leaf Clusters (AFOUA w/V & 2BOLCs), Vietnam Service Medal with three Bronze Service Stars (VSM w/3BSSs) and the Republic of Vietnam Gallantry Cross with Palm (RVNGC w/P) and his official military personnel records will be administratively corrected by AFPC/DPSOR. The complete DPSID evaluation, with attachment, is at Exhibit C. ________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 11 Aug 14 for review and comment within 30 days. As of this date, no response has been received by this office (Exhibit D). ________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. We took notice of the applicant’s complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force office of primary responsibility and adopt its rationale as the basis for our conclusion the applicant has not been the victim of an error or injustice.
