RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2014-02330 COUNSEL: NONE HEARING DESIRED: NO ________________________________________________________________ APPLICANT REQUESTS THAT: His records be corrected to reflect he was awarded the Air Force Commendation Medal (AFCM). ________________________________________________________________ APPLICANT CONTENDS THAT: He was awarded the AFCM after his discharge. The medal is not reflected in his records. The applicant’s complete submission, with attachments, is at Exhibit A. ________________________________________________________________ STATEMENT OF FACTS: The applicant is a former member of the Air Force who served from 8 June 1964 through 9 May 1968. Upon review of his records, AFPC/DPSID verified the applicant’s entitlement to the Air Force Outstanding Unit Award with Valor, Vietnam Service Medal with two Bronze Service Stars and the Republic of Vietnam Gallantry Cross with Palm. His records will be updated accordingly upon final Board action. _______________________________________________________________ AIR FORCE EVALUATION: AFPC/DPSID recommends approval of the Air Force Commendation Medal. The AFCM is awarded to members of the Armed Forces of the United States, below the grade of colonel and foreign military personnel, who, while serving in any capacity with the Department of the Air Force, after 24 March 1958, distinguish themselves by outstanding achievement or meritorious service. The applicant supplied a copy of the AFCM citation with the official seal and a signed certificate which appears authentic for the inclusive periods of 11 May 1967 to 15 April 1968. Should the Board grant the relief sought, a Special Order will be accomplished and the AFCM will be updated in the applicant’s record. The complete DPSID evaluation is at Exhibit C. ________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 12 November 2014, for review and comment within 30 days (Exhibit D). As of this date, this office has received no response. ________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file. 3. Sufficient relevant evidence has been presented to demonstrate the existence of error or injustice. Although the applicant was unable to provide a complete copy of the Special Order awarding him the AFCM, we find the documentation provided sufficient to conclude he was awarded the AFCM. Therefore, we agree with the Air Force office of primary responsibility that the certificate and citation provided appear to be authentic and recommend the record be corrected as indicated below. ________________________________________________________________ THE BOARD DETERMINES THAT: The pertinent military records of the Department of the Air Force relating to APPLICANT, be corrected to show that on 23 April 1968, he was awarded the Air Force Commendation Medal for meritorious service for the period of 11 May 1967 to 15 April 1968. ________________________________________________________________ The following members of the Board considered BCMR Docket Number BC-2014-02330 in Executive Session on 12 March 2015, under the provisions of AFI 36-2603: All members voted to correct the record, as recommended.
