He qualified for the “Stripes for Unit Bonus Skills Enlistment Option” as a result of enlisting in the Air Force Reserve on 4 Apr 14. b. His Date of Rank (DOR) of Airman First Class (A1C) match his Date of Enlistment (DOE) of 4 Apr 14. c. He receive all authorized back pay and allowances. APPLICANT CONTENDS THAT: He enlisted into an Air Force Specialty that was at the time entitled to a bonus. In support of his request, the applicant provided a copy of his AF Form 4, Enlistment/Reenlistment Document - Armed Forces of the United States, a copy of the Air Force Reserve Command FY14 Critical Skills List, and a copy of an unapproved AF IMT 4021, Application for Incentive Participation request signed by the applicant on 16 Jun 14. The applicant’s complete submission, with attachments, is at Exhibit A. STATEMENT OF FACTS: The applicant is currently serving in the Air Force Reserve in the grade of Airman (E-2). On 4 Apr 14, the applicant initially entered the Air Force Reserve in the paygrade of E-1, for a term of six years. The remaining relevant facts pertaining to this application are contained in the memorandum prepared by the Air Force office of primary responsibility (OPR), which is attached at Exhibit C. AIR FORCE EVALUATION: AFRC/A1K recommends denial indicating there is no evidence of an error or an injustice. In accordance with Air Force Reserve Command Instruction, 36- 2001, Air Force Reserve Recruiting Procedures, Table 5.1., rule 6, states: “if the applicant qualifies for the ‘stripes for unit bonus skills enlistment option’ the enlistment grade authorized is E-3 and the DOR is the DOE.” According to the applicant’s DD Form 4, he enlisted on 4 Apr 14 as an E-1 for a term of six years. His Duty Air Force Specialty Code (DAFSC) 3P0X1 (Security Forces) was not on the FY13 Master Incentive Bonus List, which was in effect on the member’s DOE. The FY13 Master Incentive Bonus List was still active for Non- Prior service members enlisting into the Air Force Reserve, until the FY14 program was approved and implemented on 6 May 14. After careful review of the applicant’s provided documentation and in the absence of his DD Form 1966, which would have indicated his eligibility for the stripes for unit skills enlistment option, the member does not meet the eligibility requirements for the rank of E-3, effective on his date of enlistment or to receive an incentive. A complete copy of the AFRC/A1K evaluation is at Exhibit C. APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 26 Jun 15 for review and comment within 30 days (Exhibit D). As of this date, no response has been received by this office. THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. We took notice of the applicant’s complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force office of primary responsibility (OPR) and adopt its rationale as the basis for our conclusion the applicant has not been the victim of an error of injustice. Therefore, in the absence of evidence to the contrary, we find no basis to recommend granting the requested relief. THE BOARD DETERMINES THAT: The applicant be notified the evidence presented did not demonstrate the existence of material error or injustice; the application was denied without a personal appearance; and the application will only be reconsidered upon the submission of newly discovered relevant evidence not considered with this application.
