RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2014-02775 COUNSEL: NONE HEARING DESIRED: NO APPLICANT REQUESTS THAT: His records be corrected to reflect his enlistment pay grade as Airman First Class (A1C, E-3) instead of Airman Basic (AB, E-1). APPLICANT CONTENDS THAT: On 7 March 2014, he enlisted in the Air Force for a term of six years in Air Force Specialty Code (AFSC) 3P051 (Security Forces). In June 2014, his AFSC was added to the bonus list retroactive to 1 October 2013. Therefore he is eligible to have his rank adjusted to A1C. The applicant’s complete submission, with attachments, is at Exhibit A. STATEMENT OF FACTS: According to his DD Form 4, Enlistment/Reenlistment Document – Armed Forces of the United States, dated 7 March 2014, the applicant enlisted in the Air Force Reserve in the grade of AB for a term of six years. The remaining relevant facts pertaining to this application are described in the memorandum prepared by the Air Force office of primary responsibility (OPR), which is included at Exhibit C. AIR FORCE EVALUATION: AFRC/A1K recommends denial, indicating there is no evidence of an error or injustice. AFRCI 36-2001, Air Force Reserve Recruiting Procedures, states if an applicant qualified for the “stripes for unit bonus skills enlistment option,” the enlistment grade authorized is E-3 and the date of rank is the date of enlistment. The applicant did not qualify for the “stripes for unit bonus skills enlistment option.” On 7 March 2014, the applicant enlisted in the Air Force Reserve for a term of six years, in the grade of E-1. Furthermore, in accordance with AFI 36-2638, Air Force Reserve Enlisted Incentives, an incentive is granted to a Non-Prior Service (NPS) enlistee should he or she enlist in a bonus Duty Air Force Specialty Code (DAFSC) in effect on the date of enlistment. The FY 2013 Master Incentive List was still active for NPS members enlisting into the Air Force Reserve until the FY 2014 Officer/Enlisted Incentive program was approved for implementation on 6 May 2014. The applicant’s DAFSC was not on the FY 2013 Master Incentive Bonus List which was in effect on his date of enlistment. The FY 2014 incentive list was only retroactive to 1 October 2013, for members who were reenlisting - not for NPS members. A complete copy of the A1K evaluation, with attachment, is at Exhibit C. APPLICANT'S REVIEW OF AIR FORCE EVALUATION: On 30 June 2015, a copy of the Air Force evaluation was forwarded to the applicant for review and comment within 30 days. As of this date, no response has been received by this office (Exhibit D). THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Insufficient relevant evidence has been presented to demonstrate the existence of error or injustice. We took notice of the applicant's complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force office of primary responsibility and adopt the rationale expressed as the basis for our conclusion the applicant has not been the victim of an error or injustice. Therefore, in the absence of evidence to the contrary, we find no basis to recommend granting the relief sought in this application. THE BOARD DETERMINES THAT: The applicant be notified that the evidence presented did not demonstrate the existence of material error or injustice; that the application was denied without a personal appearance; and that the application will only be reconsidered upon the submission of newly discovered relevant evidence not considered with this application.
